Temporary traffic management accreditation program

Temporary traffic management companies must be accredited to work on roads managed by the Head, Transport for Victoria (HTfV) or apply for HTfV issued Memorandum of Authorisation (MoA) permits.

Accreditation boosts industry standards and establishes clear road categories based on complexity, risk, and traffic volume, so only companies with suitable experience are accredited. 

Companies must renew their accreditation before it expires to continue working on roads managed by HTfV or apply for HTfV issued MoA permits. 

Accreditation levels

There are two traffic management roles that companies can apply for, as part of Accreditation across three road categories. 

Traffic Management Design (TMD)

This role is responsible for designing and drafting traffic management plans (TMP), including all associated traffic guidance schemes, that are compliant with legislative requirements and can be practically implemented.

Traffic Management Implementation (TMI)

This role is responsible for implementing temporary traffic management, ensuring that any adjustments to the TMP exceeding tolerances are endorsed and authorised by a TMD.

Road categories

Temporary traffic management road categories reflect different levels of complexity and safety risks across the road network. 

HTfV has developed the temporary traffic management road category map as a representation of these road categories.

Changes to Accreditation

HTfV has updated the Accreditation application requirements. These changes are effective from 1 September 2026. All previous document versions and requirements will be revoked as of this date.

Changes to applications from 1 September 2026

Depending on the application type and Accreditation level, your application may now need to include additional:

• statutory declarations, which must be completed by a company director.
• expanded company director declarations of compliance.
• information and supporting documents to determine the company organisation structure.
• traffic management assurance team endorsement.
• project audit reports.

As with all information you provide to HTfV, it is important that your application is complete and correct. Providing false or misleading information can result in your application being rejected, and a review of your company’s capability and capacity leading to HTfV issuing an accreditation sanction in the form of conditional accreditation, an accreditation downgrade, or an accreditation cancellation.

Applying for Accreditation

Through your application, HTfV assesses the capacity of your company to comply with all relevant legislation, standards and guidelines. It is important that the information you provide is clear, complete and correct. Missing or incorrect information can result in your application being rejected.

Before starting your application

• Read the accreditation guide in full, ensuring that you meet the requirements for the type of application you want to submit.
• Identify the information you need to provide, and any areas where you may need external input or advice.
• Gather all required information and documents in electronic form and submit the application to [email protected]. 

What to expect after applying

Once you submit your application, HTfV will assess your application in line with Accreditation requirements, ensuring that information complies with all relevant legislation, standards and guidelines. 

During this review, HTfV may consult with technical subject matter experts, including other local, interstate and federal departments and agencies.

If missing or incorrect information has been provided, HTfV may issue a request for further Information (RFI). We will provide you with a reasonable amount of time to respond. Failure to comply with any RFI can result in your application being rejected.

Accreditation sanctions

A company’s accreditation status is subject to consistent, compliant temporary traffic management activities, demonstrated via HTfV Traffic Management Assurance (TMA) team audits.

Conditions of accreditation

HTfV has developed specific conditions of Accreditation that accredited companies must comply with: 

• Accredited companies must continue to meet all eligibility requirements of Accreditation during the Accreditation period.  
• Any individuals employed by the accredited company (including those engaged through a registered labour hire provider) and undertaking temporary traffic management activities on behalf of the accredited company, must have valid qualifications and training (the HTfV training page covers training requirements).
• Accredited companies must be able to demonstrate management systems continue to meet ISO standards during the Accreditation period. This includes passing any audits or complying with any direction of the JAS-ANZ accredited body or a suitably qualified third-party auditor certifying management systems.
• Accredited companies must notify HTfV in writing within 10 business days of any of the following occurring:  
  • material changes in circumstances or any information previously provided by the company to HTfV in connection with the Accreditation, including the company no longer meeting the eligibility requirements for Accreditation;
  • company no longer holds the required minimum insurances for Accreditation;  
  • primary company contact is no longer a registered company director;  
  • the accredited company, any registered director of the company, any 'related body corporate' (within the meaning of the Corporations Act 2001 (Cth)) of the company, or any other company that a registered director of the company is also a director of:  
    • is being investigated or proceedings issued by an Australian Commonwealth, State or Territory government department, agency or statutory authority concerning an alleged breach or non-compliance; or
    • has had a labour hire licence suspended, cancelled or varied under the Labour Hire Licensing Act 2018 (Vic), been served an infringement notice, or been found to have committed an offence or contravened a civil penalty provision under that Act;
  • failure of any audits by JAS-ANZ accredited body or the suitably qualified third-party auditor certifying management systems;
  • change in control of the company, being a change of the ability of any person to directly or indirectly, exercise effective control over the company (including the ability to determine the outcome of decisions about the financial operating and other policies of the company) by virtue of the holding of voting shares, units or other interest in the company or by any other means;
  • change of ABN/ACN of the company;   
  • a step is taken to have a receiver, receiver and manager, liquidator or provisional liquidator appointed to the company or any of its assets; and
  • the company ceases, or indicates that it is about to cease, carrying on business.
• On receipt of a notice under clause 4, HTfV may, in its absolute discretion, refer the accredited company to the Accreditation sanctions process.
• Accredited companies must promptly provide additional information or documentation related to the Accreditation as may be requested by HTfV from time to time.
• Any breach of these Conditions of Accreditation or change in circumstances may result in the company being issued an accreditation sanction in the form of conditional accreditation, an accreditation downgrade, or an accreditation cancellation.
