Road access permits portal
Use the portal to apply for work permits on roads we manage.
Road access permits portal (RAPP)
RAPP can be used to lodge:
- memorandum of authorisation (MoA) permit applications by traffic management companies
- consent for working within the road reserve (WWRR) permit applications by construction-related applicants
- land access activity notice (LAAN) notifications by the telecommunication industry.
Construction-related companies can apply, monitor and receive authorised applications to carry out traffic management activities.

Account registration
To get access to RAPP, you need complete the registration form (PDF).
Please note: Only accredited traffic management companies can apply for an MoA permit to work on a DTP declared road.
Access to RAPP is organised as part of the accreditation process and an individual in each organisation can create accounts for staff members.
Please contact the area within your organisation that manages accreditation or visit the accreditation program page to find out more about how to apply.

Exclusions
The application process for the following permits has not changed.

- Special Events MoA permits: events and filming on roads
- Master access agreement – If your works relate to the installation of a new mobile telecommunication facility under a master access agreement on behalf of Telstra, Optus or Vodafone/TPG: Land and Property Group [email protected]
- Traffic management companies carrying out works on a council road that doesn’t need DTP MoA authorisation but requires TRIMS or use of certain traffic control devices or signs: [email protected]
- Extensions/changes to MoA permits previously authorised with an RWE number and is still valid: [email protected]

- Big Build WWRR permits (i.e. LXRP, West Gate Tunnel, Metro Tunnel, NELP, Melbourne Airport Rail, Suburban Rail Loop): [email protected]
- Developer funded WWRR permits, send your email to the relevant regional email address (found under "assistance with developer funded WWRR permit applications).
- Integration/Alliance WWRR permits – for questions about a WWRR permit, send your email to the relevant regional email address (found under "assistance with consent for WWRR permit applications).
