Phillip Island Road, Newhaven proposed upgrades

Overview
In 2015 and 2016, we engaged with the Phillip Island community on plans to upgrade the Phillip Island Road intersections in Newhaven.
Most community members supported a proposal featuring dual-lane roundabouts at Boys Home Road and Forrest Avenue, with two lanes in each direction between the roundabouts.
This feedback, along with input from the wider community and our technical investigations, guided the development of these designs.
Details
These upgrades would improve road safety, access, and traffic flow in Newhaven, they include:
- dual-lane roundabout at the intersection of Phillip Island Road and Forrest Avenue
- dual-lane roundabout at the intersection of Phillip Island Road and Boys Home Road
- two lanes in each direction on Phillip Island Road between Forrest Avenue and Boys Home Road
- construction of a service road for safer access to commercial and residential properties between these two intersections
- pedestrian-operated traffic lights near Bluebird Court, and angle parking along the proposed service road to enable easier access to local businesses.

*Designs are preliminary and may change if the project proceeds to final funding.

Benefits of these upgrades include:
- safer intersections
- safer pedestrian movement
- increased car parking
- improved access to and from Forrest Avenue and Boys Home Road onto Phillip Island Road, and
- improved traffic flow.
Next steps
The upgrades aren’t currently funded for delivery. We continue to engage regularly with Bass Coast Shire Council and key stakeholders on this and other projects along the Phillip Island Road corridor.
We also continue to monitor the region, refine our proposed designs, and explore future funding opportunities.
