Planning Scheme Amendment approved – September 2024
The Minister for Planning approved Amendment C168mith to the Mitchell Planning Scheme in September 2024.
Amendment C168mith came into effect when the notice of its approval was published in the Victoria Government Gazette on 5 September, 2024
Amendment C168mith will facilitate the future coordinated development of the Kilmore Bypass Stage 1 project in accordance with the Kilmore Bypass Stage 1 Incorporated Document, Department of Transport and Planning April 2024.
Specifically, Amendment C168mith:
- Applies the Public Acquisition Overlay 5 (PAO5 – Road construction and widening) over the land that needs to be acquired for the project,
- Applies a new Schedule to the Specific Control Overlays (SCO2), and
- Introduces the Kilmore Bypass Stage 1 Incorporated Document, Department of Transport and Planning April 2024 into the Mitchell Planning Scheme to provide the planning approval required to deliver the project.
Overview
Kilmore is close to the metropolitan fringe and experiencing rapid growth. Planning is underway for a bypass of Kilmore to relieve traffic congestion. This is a planning project and there are currently no plans for construction.
Following extensive planning investigations and an Environment Effects Statement (EES) in 2014, an alignment west of Kilmore and Wallan—the western option—was confirmed as the preferred option. Stage one of the bypass is the section to the west of the Kilmore township.
The EES assessment involved bringing together previous investigations that covered physical, environmental, heritage, cultural, social and economic impacts of a bypass in a comprehensive report. The EES also included community submissions on the investigation.
To determine the northern connection of the proposed bypass, we considered two options north of Willowmavin Road. This included a review of how we could minimise impacts of the connection on Goulburn Valley Water’s wastewater treatment plant.
We considered two alignment options—one to the north of the wastewater treatment plant (Option A) and one to the south of the wastewater treatment plant (Option B).
The assessment process included considering the impact of each route on:
- noise
- biodiversity
- landscape
- visual amenity
- land use
- regional economy
- social
- cultural heritage.
The assessment process showed Option B had the least overall impact and, as a result, this option has been determined as the preferred alignment for the northern connection and was approved in September 2024. The alignment heads east approximately 600 metres south of the wastewater treatment plant to connect with the Northern Highway (see map below).
