We are delivering safety improvements at the intersection of the Goulburn Valley Highway and Graham Street in Shepparton.

Project update - May 2026
Works at the intersection of Goulburn Valley Highway and Graham Street are underway and expected to be completed mid-2026.
We’re working during the day between 7am and 5pm from Monday to Friday (excluding public holidays), with the possibility of some weekend works.
Please note these dates and times are subject to change due to weather conditions.
Traffic impacts
From early May to July 2026 there will be changed traffic conditions on the Goulburn Valley Highway (Numurkah Road) and Graham Street as follows:
- Crews will complete asphalting works on the northbound traffic lanes of the Goulburn Valley Highway. During this time all traffic will be directed to the southbound lanes, with one lane used for travel in each direction.
- Following completion of asphalting works on the northbound lanes, crews will move to work on the southbound lanes of the Goulburn Valley Highway at the intersection of Graham Street. During this time all traffic will be directed to travel in the northbound lanes, with one lane used for travel in each direction.
- Access to Graham Street from the Goulburn Valley Highway will be closed while crews are working on the southbound lanes. Detours will be in place for drivers wishing to access Graham Street and Goulburn Valley Health (Shepparton Hospital) from the highway. Please follow detour signage and expect delays when moving through the area.
For everyone’s safety there will be reduced speed limits in place and there will be no parking within the worksite on the Goulburn Valley Highway and Graham Street.
Pedestrian access may change with footpath closures along Goulburn Valley Highway and Graham Street. Please observe alternative route signage in place.
Access and parking changes to Goulburn Valley Highway (Numurkah Road) service road
From early May 2026 there will be changes to access and parking on the service roads on both sides of the Goulburn Valley Highway.
Southbound Goulburn Valley Highway (Numurkah Road) service road
- From early May to July 2026, there will be no on-street parking available on the service road between the intersection of Mills Street and Graham Street.
- During this time the two southern access points to the Goulburn Valley Highway will also be closed. Access for residents and businesses from the service road to the Goulburn Valley Highway will be via the entrance near Mills Street.
Northbound Goulburn Valley Highway (Numurkah Road) service road
- From early May to July 2026 access to the northbound service road from the Goulburn Valley Highway (Numurkah Road) will be closed.
- During this time access to the Numurkah service road will be available via Halpin Crescent.
Please follow detour signage and the directions of traffic management onsite and allow an extra five minutes of travel time.
Access to Goulburn Valley Health (Shepparton Hospital)
We are working closely with Goulburn Valley Health to minimise disruption and ensure access for emergency vehicles, patients, staff, and visitors is maintained at all times.
Overview
The intersection is an important connector from the highway to local health, education and community services north of the Shepparton city centre. Currently, 23,000 vehicles use this intersection daily, including nine per cent heavy vehicles.
The intersection upgrade is joint funded by the Australian and Victorian governments.
The upgrade includes:
- The installation of traffic signals to provide controlled turning movements to and from the Goulburn Valley Highway, including for vehicles attending the hospital.
- Inclusion of signalised u-turn for vehicles on the Goulburn Valley Highway.
- Signalised pedestrian crossings (incorporated with traffic signals) on the Goulburn Valley Highway and Graham Street.
- A raised pedestrian crossing over the western service road (Numurkah Road).
- Improved intersection lighting.

Vegetation impacts
We have designed this project to minimise vegetation removal. However, to construct the safety improvements, seven trees will need to be removed.
Parking changes
Wherever possible, we have worked to minimise the impact to on-street parking as part of this project. However, to ensure adequate room for two-way traffic there will be four on-street car parks removed on the eastern service road (Numurkah Road).
