Review of Victoria’s Motorcycle Graduated Licensing System

The Motorcycle Graduated Licensing System, known as the MGLS, is the staged training, assessment and licensing process that people in Victoria use to get a licence for motorcycles, motor scooters, mopeds and motor trikes.

The current MGLS was fully implemented in 2016 to make sure novice riders could ride safely and to reduce motorcycle crashes and motorcycle trauma. 

The Department of Transport and Planning manages the MGLS, and has engaged Nous Group (Nous) to evaluate the MGLS. The evaluation will be conducted in stages over approximately 18 months. Engagement with motorcycle riders, accredited training and assessment providers and other stakeholders is an essential part of the evaluation. The evaluation also includes data analysis of road safety outcomes and research.

Updates on the evaluation will be provided to stakeholders at regular milestones.

All surveys will take approximately 10 – 15 minutes to complete. Participation is voluntary. Your responses will be anonymous and confidential. Nothing you say will be shared outside of the evaluation team, and will be reported in the evaluation in ways which cannot identify you. Your responses will be stored in accordance with privacy and confidentiality requirements.
