Confirmation numbers
A confirmation number is a reference used to confirm a vehicle involved in an accident was towed and handled correctly. It's mainly used by repairers before they can prepare a quote or begin repairs.
When you need one
A confirmation number is usually required when a repairer is quoting or repairing an accident-damaged vehicle.
This often includes situations where the vehicle has been:
- taken to an accident depot
- moved between depots
- taken directly to a repairer
- taken to the vehicle owner’s home
Authority to tow
An Authority to Tow form provides permission for a tow truck driver to move your vehicle after an accident.
It must be completed correctly by the tow truck driver and signed by the owner/driver or Victoria Police. The driver must carry it during the tow

Why it's important
The Authority to Tow form protects you by ensuring your vehicle is only moved with permission and provides a record of where your vehicle was taken.
It also allows repairers and insurers to confirm the towing process was done correctly.
Repairer obligations
Before preparing a quote or starting repairs, repairers must verify the towing information.
They must have one of the following:
- valid and completed Authority to Tow that has been checked and confirmed
- endorsed Authority to Tow signed by an authorised person
- certificate confirming towing details if the Authority to Tow is missing or incorrect
Failure to meet these requirements may result in penalties under the law.
