Motorist package and safe driver discount
Some fees are waived or heavily discounted for new drivers, or drivers with a good driving history.
What is the motorist package
Victorian drivers can benefit from a new motorist package to reduce licensing costs and rewards safe driving behaviour behind the wheel
The following fees have been waived for all new Victorian drivers:
- Car and motorcycle permit issue fee
- Probationary car licence fee
- The Learner Permit Test Online course fee
- The Hazard Perception Test Online fee
These savings were made available to Victorian learners and probationary drivers from mid-August 2022. In-person learner permit and licence testing and appointment fees will remain.

*Overseas licence holders only who have completed the Learner Permit Test Online will need a licence verification appointment before you can get a learner permit or take any more tests.

The Safe Driver Discount
The Victorian government wants to make roads safer for everyone. The Safe Driver Discount is a reward for people who drive well and safely.
Full licence holders (car, motorcycle, and heavy vehicle) that are eligible will receive a 25% discount when they renew their licence.
How do I know if I'm eligible for the Safe Driver Discount?
- You must have held a Victorian licence for at least 39 months and 1 day, and
- You have not gotten any demerit points or committed any serious driving offences for the 3 year period that ends 3 months before your licence expires.
The discount was introduced for driver licence renewals expiring from 13 November 2022 onwards.
Free Licence Scheme
If you're a probationary driver under 25 years of age and have finished your probationary period, you can get a free 3-year full driver's licence. To get this, you must have completed a 4-year Victorian probationary licence and not committed any traffic related offences.
To get the free licence, you'll need to fill out a form VicRoads will mail to you. Check your mailing address is up to date in your myVicRoads account.
You’re eligible if:
you'll be under 25 when your probationary licence expires
you’ve had a Victorian probationary licence (any kind) for 4 years
you haven’t had any traffic related offences while on your Ps, including:
demerit point offences
drink driving
drug driving
speed offences
seat belt/occupant and restraint offences
unlicensed, unauthorised and disqualified driving
traffic offences causing death or injury
hit-and-run or accident-related offences
dangerous and reckless driving offences
failing to obey traffic signs/signals and roundabout offences
breach of novice driver/rider conditions
fatigue management offences
miscellaneous safety-related offences
commercial driver offences
disobeying police
unregistered vehicle use.
You may still be able to apply if your licence was suspended due to:
medical reasons
a Fines Victoria licence suspension
a court conviction for a non-driving related offence (for example, community sentencing reform).
