Port Melbourne substation

We’re revitalising Melbourne’s tram network to meet the city’s future needs and growing demand.

Upgrades to our tram fleet and infrastructure will make travel more reliable, efficient and convenient. These works will prepare Route 109 for improved services and greater reliability. First, we need to increase the power supply to the tram network in Port Melbourne by building a new substation in the rail reserve near the tram line and Bridge Street.

Upgrading the tram power supply on Route 109 will lead to smoother rides and reduce sudden stops, which can be uncomfortable and add to delays in journeys and traffic congestion.

The new substation will take about a year to build and will involve:

  • Installing a temporary access road and fence for construction vehicles – March 2026.
  • Construction of new substation and installation of equipment – March to November 2026.
  • Testing, commissioning and completion of the new substation – December 2026 to January 2027.
  • Rehabilitation works to restore the park to its original state- post project completion

Most of the work will occur 7am to 5pm, Monday to Friday and 7am to 3pm, Saturday.

For any work outside of these hours we will provide advanced notification.

What to expect during the work

Stage one: Early service installation and site mobilisation

When: February 2026

During this stage we will:

  • Mobilise the site by setting up protection around the worksite.
  • Locate underground services through non destructive digging.
  • Create a temporary driveway for vehicles to access the site.
  • Install services such as gas, water, communications, and power to the substation.
  • Low levels of noise are expected during stage 1.
  • There will be no impact to businesses and residents. Throughout this period, you may notice more vehicles around the area.

Stage two: Construction of new substation and installation of equipment

When: February 2026 to November 2026

Construction of the new substation will commence in February 2026. During this stage we will:

  • Construct the structural footings and foundations.
  • Construct the substation and building façade.
  • Install the new electrical equipment.
  • Undertake pre-commissioning works in preparation for the substation to be ready for use.

During construction, there will be an increase in worker and vehicles around the site. At times

we may need to close the footpath and install localised detours. Access to properties will not

be affected by the works and there will be no disruption to power supply. All works will be conducted during work hours and there will be medium levels of noise.

Stage three: Testing and commissioning

When: December 2026 to January 2027

  • Once the substation building is complete and all equipment is installed, testing will commence, and the substation will be commissioned.
  • Most of this work will occur inside the substation.
  • Restore the park to its original state post completion.
