New safer speeds on Balcombe Road and Bluff Road

We’re improving safety for pedestrians and bike riders by reducing speeds on Balcombe Road and Bluff Road in Black Rock.

What we’re doing

We’re introducing a safer speed limit of 40km/h on Balcombe Road and Bluff Road, between College Grove and Stanley Street, to improve safety for pedestrians and bike riders.  

The new 40km/h speed limit will apply at all times of day.

When to expect us

From Monday 2 December – Friday 6 December, crews will be installing new static signs along Balcombe Road and Bluff Road. Works will be carried out between 9am and 3:30pm.

The new permanent 40km/h speed limit will be legally enforceable once the static signs are installed and uncovered.

We’ll also be installing eight new electronic speed limit signs to remind drivers of the low-speed environment. Installation of electronic speed limit signs are expected to start in mid-2025, subject to weather and the contractor’s works program.

The electronic signs will need to be connected to power to become operational and there can sometimes be a delay between their installation and switch-on.

What to expect

Crews will work progressively along Balcombe Road and Bluff Road to install the new static signs. During works, you may notice short periods of low-to-medium level noise and some dust around work areas. There will be no impact to traffic lanes as crews will be working behind the kerb. Pedestrian access will be maintained.

Project background

In the five-year period ending 31 December 2022, there were ten crashes recorded along this section of Balcombe Road and Bluff Road. Five of the ten crashes resulted in serious injuries. 

Introducing a safer speed through this high activity area will help reduce the likelihood and severity of collisions, and allow pedestrians, bike riders and drivers to share the road safely.

This upgrade will be made thanks to the Australian Government’s Road Safety Program, being delivered in partnership with the Victorian Government.
