Project update - June 2026
We’re making safety improvements to the McLeod Road and Station Street intersection in Carrum, improving connectivity to the Nepean Highway.
These improvements will include changes to traffic light sequencing and timing to better manage traffic flow, adjustments to line marking, changes to turning movements, and the addition of signage to improve safety and help with navigation.
You may notice crews on-site completing investigations in the coming months. At times there may be temporary lane closures and speed reductions in place to ensure the safety of crews.
We expect intersection works to commence in late 2026 and be completed by the end of 2026 and we’ll keep the community updated before works begin.
What we’re doing
As part of the safety improvements, we will:
- fully control right turning movements from McLeod Road and Carrum Promenade.
- reduce the phase frequency on Carrum Promenade.
- increase ‘green’ traffic light time on McLeod Road.
- implement a two second delayed start at dedicated left turn lanes to prioritise pedestrian access.
- build a new dedicated through and left turn lane on the north leg of Station Street.
- convert the westbound through lane on McLeod Road under the rail bridge to a shared through and right-turn lane.
- improve directional signage at McLeod Road east approach.
- relocate the eastbound Carrum Station/McLeod Road bus stop on McLeod Road approximately 20m east of its current location.
- widen the ‘Keep Clear’ box on McLeod Road at the ALDI shopping centre carpark access.
- install a mast arm on Carrum Promenade and McLeod Road east approach to reduce see-through effect.
- install additional flashing ‘Give Way to Pedestrians’ signs.
Project background
In 2020, the level crossing at Station Street in Carrum was removed as part of the Victorian Government’s Level Crossing Removal Project.
In addition to the crossing removal, the intersection of Station Street and McLeod Road was upgraded from a T-intersection to a multi-leg cross intersection and a new direct connection from McLeod Road to Nepean Highway was opened under the elevated train line.
The intersections, elevated train line, and neighbouring railway station form a complex environment that attracts a high volume of vehicles and pedestrians.
The Department of Transport and Planning are undertaking investigations to inform planning for safety improvements at the intersection.
In February 2024, we conducted a community survey to better understand how people use and experience these intersections, and where improvements could be made.

The feedback we received has been invaluable in informing our investigative study to look at treatment options to improve safety and traffic flow in and around the intersections.
These works are being delivered under Road Blitz, a joint Australian and Victorian Government initiative to improve efficiency and safety in Melbourne’s suburbs and surrounds.
