Howe Street pedestrian safety upgrade, Miners Rest
We’re installing a pedestrian-operated crossing on Howe Street (Ballarat-Maryborough Road) to improve safety and provide a dedicated east-west crossing for pedestrians in Miners Rest.
Underway
The new crossing on Howe Street, between the intersections of Derby View and Caviar Court, will improve connections from new residential developments to local amenities, transport links, and Miners Rest Primary School and kindergarten.
The project includes a speed limit reduction from 80km/h to 60km/h on Howe Street, from the Western Freeway interchange to the current 60 zone in the northern section of Miners Rest.
We’ll also upgrade public lighting at the crossing.
The project is planned to start in June 2026 and take up to eight weeks to complete.
Disruption impacts
During construction, crews will be on site from 7am to 6pm, Monday to Friday, with the possibility of some weekend work.
Traffic management, including single lane closures, delays of up to 5 minutes and a reduced speed limit, will be in place during construction.
The new signalised crossing will apply to the centre traffic lanes only. The service roads that run either side of the primary will remain open during project works.
Arranmore Drive, between Howe Street and the eastern Howe Street service lane, will close for a short time during asphalting works. A short detour will be provided for motorists entering Howe Street travelling towards Ballarat.
To connect the new signalling equipment to the electrical supply pit, one native tree will be removed during construction. The City of Ballarat will replant two native trees nearby to replace the tree on site.
Please note: dates and timeframes of these works are dependent on a range of factors, including favourable weather and site conditions.
Public transport
During construction, the Caviar Ct/Howe St bus stop (ID: 49740) on Bus Route 31 travelling northbound will temporarily relocate to the western Howe Street service lane, approximately 15 metres from the existing stop.
There won’t be changes to the Arranmore Dr/Howe St bus stop (ID:49741) for southbound services.

- improve pedestrian and active transport connections from new residential developments in the east to local amenities, transport links and Miners Rest Primary School in the west of the township.
Background
Miners Rest, north of Ballarat, is a growing regional urban area in western Victoria. Rapid growth has brought an increase of residential housing and industry, which in turn has seen an increase in the need for safer pedestrian networks.
