Goulburn Valley Highway and Cemetery Road intersection upgrade, Kialla West
We are upgrading the intersection of the Goulburn Valley Highway and Cemetery Road in Kialla West to improve safety.

Overview
To better support the local community and school network, these upgrades will significantly enhance visibility and provide a much safer, controlled crossing environment for everyone.
The intersection upgrade will include:
- installing a new signalised intersection at Cemetery Road to replace the existing school crossing
- relocating Kialla West Primary School bus services and student pick-up/drop-off zones from the highway directly onto Cemetery Road
- upgrades to Cemetery Road including resurfacing the road and enlarging the cul-de-sac at the eastern end to safely accommodate turning vehicles and busses
- upgrading the existing high school bus stop opposite the school on the Goulburn Valley Highway
- formalising access into the school grounds from the Goulburn Valley Highway for staff parking
- installing new footpath links to improve pedestrian access.
Currently, 8,000 vehicles travel along this part of the Goulburn Valley Highway daily, including 20 per cent heavy vehicles.
The new signals will improve visibility and provide a safer crossing over the Goulburn Valley Highway for all pedestrians.
Relocating the bus bays and drop-off zones will create a dedicated, safer area for students to board and disembark away from highway traffic.
The $4.55 million project is jointly funded by the Australian Government's Road Safety Program and the Victorian Government via the TAC, with an $812,000 contribution from Greater Shepparton City Council.
Heritage
To construct the new intersection, one tree will need to be removed from the Calder Woodburn Memorial Avenue. While this tree makes up part of the avenue, it was not one of the original trees planted by the memorial's founder, Fen Woodburn. We are currently undertaking the heritage permit process to support the removal of this tree.
As part of these works, we will also be improving the overall health of the avenue by removing regrowth and replacing dead and missing avenue trees.
We have held ongoing meetings with Kialla West Primary School, the Department of Education, Greater Shepparton City Council, and the Calder Woodburn Memorial Avenue Advisory Committee, all of whom are aware of and supportive of the project.
Kialla West Kindergarten
The Department of Education is delivering a new kindergarten at the end of the Cemetery Road cul-de-sac, scheduled for completion by early 2027. These works will run concurrently with the intersection safety upgrades.
