Fully-Controlled Right Turns - Grampians
We’re improving safety and installing fully-controlled right turn signals at six intersections in the Grampians region.
Underway
Fully-controlled right turn signals will be installed at the following intersections:
- Queen and Victoria Streets, Ballarat
- Main Road and Barkly Street, Ballarat
- Wimmera Highway and Firebrace Street, Horsham
- Vincent and Barkly Streets, Ararat
The upgrades will increase safety for all road users, ease congestion and improve traffic flow at these busy intersections.
These four intersection upgrades will be delivered in 2026.
Queen Street and Victoria Street, Ballarat
Installation of fully-controlled right turns at the intersection of Queen and Victoria Streets in Ballarat is planned to start in late August 2026 for up to a week, weather permitting. Works will then pause until mid-September, before crews return for an additional week to complete remaining signalling works.
To minimise impacts to businesses, residents and the wider community, we’ll be working at night, between 8pm and 5am, Sunday to Monday. There is a possibility of weekend works, as required.
Single lane closures, delays of up to five minutes and a reduced speed limit will be in place during construction to protect the safety of crews and road users. Road users are encouraged to plan their journey to minimise disruptions.

Upcoming works
The Horsham, Ararat and second Ballarat intersection upgrades will be completed in 2026, with project timelines to be finalised.
We will provide an update on specific work hours and disruptions once programs have been finalised for each site.
Traffic management will be installed on respective sites to complete these important upgrades. Lane closures, road closures and detours may be required to protect the safety of crews and road users. Road users are encouraged to plan their journey to minimise disruptions.

Background
Queen and Victoria Streets, Ballarat
Victoria Street is the extension of Ballarat-Burrumbeet Road – a Ballarat exit from the Western Freeway westbound and a major road bringing traffic into Ballarat central. Up to 8,400 vehicles travel this road every day. Queen Street is a local, residential road which runs north of Humffray Street North to Eureka Street.
Main Road and Barkly Street, Ballarat
Main Road is a major arterial road, travelled by 6,800 vehicles a day, connecting Buninyong and the Midland Highway from the south of Ballarat central. Main Road intersects with Barkly Street in a multi-use area with services, amenities, public transport and green spaces.
Wimmera Highway and Firebrace Street, Horsham
The Wimmera Highway (Wilson Street) and Firebrace Street intersection in central Horsham has a high pedestrian presence due to proximity to retail, services and entertainment. The Wimmera Highway is a significant freight route and carries a high percentage of heavy vehicle traffic.
Vincent and Barkly Streets, Ararat
Barkly Street, the extension of Ararat-Halls Gap Road, supports freight travelling through Western Victoria and is used by 2,600 vehicles daily. Vincent Street is the extension of the Pyrenees Highway, a significant route connecting north-west Victoria, and carries 2,000 vehicles a day. The busy intersection in central Ararat has high pedestrian traffic due to nearby services and amenities.
Transport Victoria is delivering these upgrades as part of the Australian and Victorian Government’s Road Safety Program to improve safety for all roads users.
Completed intersections
In April 2026 we installed fully-controlled right turns at the intersections of:
- Doveton Street and Eyre Street in Ballarat
- Baillie Street and Urquhart Street in Horsham
The new dedicated turn signals will increase safety for all road users, ease congestion and improve traffic flow at these busy intersections.
Transport Victoria delivered these upgrades in as part of the Australian Government’s Black Spots Program.
