Horsham junction upgrade

We're delivering a new roundabout and associated upgrades to the Henty Highway, Western Highway, Golf Course Road and Plumpton Road intersection in Horsham, to improve safety and traffic flow.

The Australian Government has committed $12.31 million towards the project, with the Victorian Government committing $2.07 million. The project is part of the Australian and Victorian governments’ $2.5 billion investment into the Western Highway corridor.

Update - September 2026

Major works started in December 2025 and will take approximately 12 months to complete.

During major works, there will be significant disruptions at the intersection and surrounding roads. Please look out for signs, follow the direction of traffic controllers and allow for extra time when travelling through the area.

The contractor will minimise disruptions as much as possible.

Disruptions - major works

Crews will be on site Monday to Saturday between 7am to 6pm, with nightworks required at times. To keep everyone safe, speed limits will be reduced to 40km/h and single lane closures will be in place near the intersection.

Road closures and detours will be required during works on the Henty Highway, Plumpton Road and Golf Course Road. Details of closures and detours will be published on this page when confirmed.

Traffic controllers will be on site to help road users travel safely through the area. Crews will aim to minimise delays and access impacts as much as possible.

Access to residential properties and businesses will be maintained during the majority of the project. The contractor will contact impacted residents or businesses about temporary access changes, if required.

Please note: dates and timeframes of these works are dependent on a range of factors, including favourable weather and site conditions.

Changed traffic conditions and closures - from 2 September 2026

Please be aware of changed traffic conditions throughout September. There are currently access changes on:

  • Plumpton Road
  • Henty Highway

Plumpton Road closure

Plumpton Road is closed between the Ampol service centre access and the roundabout. A detour is in place via Golf Course Road and King Drive. This arrangement is expected to be in place for approximately four weeks.

Henty Highway – outbound closures

During September 2026, the Henty Highway will have occasional day closures for the outbound lane only. A detour will be signed when required.

About the project

Major works will include:

  • Earthworks
  • Water main relocation
  • Drainage, pavement, kerb and channel construction
  • Realignment of the local roads to provide safer approach angles
  • Construction of a shared path to provide safer crossing opportunities for pedestrians and bike riders
  • Construction of a dedicated slip lane for southbound traffic on Western Highway
  • Asphalting and line marking
  • Public lighting and landscaping

Background

The intersection of the Henty Highway, Western Highway, Golf Course Road and Plumpton Road is one of Horsham’s key entrance points and caters for 18,000 vehicles per day, with 18 per cent of the volume heavy vehicles. Between 1 January 2019 and 31 December 2023, there were 12 crashes at or near this intersection, with six resulting in serious injuries.

The Western and Henty Highways are relied on heavily by farming industry, grain production, regional tourism and manufacturing services. Golf Course Road and Plumpton Road service an industrial zone and are used heavily by freight. 

With traffic flow anticipated to increase due to population and industry growth in the region, we are constructing a new roundabout to simplify the intersection, and improve safety and efficiency for all road users.
