From 1 March 2026, we’re changing taxi and ride-share rules to help you feel safe when travelling and be confident you’re paying the right fare.
New reforms will make it easier for passengers to know their rights when travelling and report driver misconduct and will deliver harsher penalties for drivers doing the wrong thing.
Taxis and ride-share vehicles will need to display a QR code, linking passengers to information on their rights and, if needed, how to raise a complaint.
A new law will also make it illegal for drivers to display taxi or ride-share company signs on their vehicles unless they’re associated with the company.
These changes will be supported by a new ‘two strikes and you’re out’ rule for drivers, which will ensure drivers who are found guilty of specified offences more than once within a 10-year period don’t get to keep operating.
Specified offences relate to overcharging, including for fares and for non-cash payment surcharges.
Taxis and ride-share journeys should be a safe and trusted transport choice. We’re introducing these changes as part of a broader industry reform, which will make rides safer for everyone.
Further changes will be rolled out over coming months, including improving training for drivers of wheelchair-accessible vehicles, enhancing the use of security cameras and audio recording devices in taxis and requiring disciplinary actions for drivers to be published on the public register.
The Department of Transport and Planning and Safe Transport Victoria will continue working with the community and the taxi and ride-share industry throughout this reform process.
