We’re introducing a new 40km/h school speed zone on Bell Street between Pentridge Boulevard and Elizabeth Street.
The speed limit will be reduced from 60km/h to 40km/h during school drop off times (8am – 9:30am) and pick up times (2:30pm – 4pm).
The school speed zone will become legally enforceable from Monday 7 October 2024.

What to expect
Crews will work progressively along Bell Street to install new static signs; one location at a time. During works, you can expect lane closures and reduced speed limits in place to keep the crew safe.
Planning is underway to deliver seven new electronic speed limit signs along Bell Street. The electronic speed limit signs will help remind drivers to slow down to 40km/h and look out for pedestrians.
Works to install the new electronic speed limit signs are expected to start in early 2025, subject to weather and the contractor works program.
Project background
Approximately 44,000 drivers travel along this stretch of Bell Street. It serves a high number of pedestrians and is a key connection to Coburg High School, Coburg Primary School, and to nearby parks and sporting facilities.
Since 2018, 25 crashes were recorded on Bell Street between Pentridge Boulevard and Elizabeth Street resulting in 30 people injured – including students.
To improve safety along Bell Street, we have installed new line marking (dragon teeth-shaped and SLOW DOWN line markings) along Bell Street between Nicholson Street and Elizabeth Street. We have also installed new pedestrian warning signs on the approach to the Bell Street Bridge.
Pedestrians are completely exposed to the full force of a crash, making them some of the most vulnerable road users.
School speed zones are reduced speed areas that operate near schools. They’re designed to keep kids safe by lowering the speed limit at peak times when children are travelling to and from the school.
