Complete
Project update - April 2025
The Montrose Intersection Upgrade is complete. The permanent traffic lights were switched on Saturday 22 February.
We are monitoring the traffic lights and making adjustments as necessay. We appreciate the community’s feedback as we adjust the lights for the best experience for all road users.

Safer speeds
Road works speed limits have now been removed from the project area.
A permanent safer speed limit of 60km/h now applies on Canterbury Road, Mount Dandenong Road, Leith Road and Swansea Road between Arlie Crescent and Ravenswood Court.
A school zone speed limit of 40km/h applies on sections of Leith Road and Mount Dandenong Road during school hours.
The new 60km/h speed limit will help reduce the likelihood and severity of road crashes and improve the road environment for everyone.

Public transport
The following bus stops have now been reopened:
- Bus stop 9826 at the Montrose War Memorial towards Ferntree Gully.
- Bus stop 22054 (Swansea Road/ Leith Road) towards Ringwood.
- Bus stop 22056 (Mount Dandenong Tourist Road/ Leith Road) towards Ringwood.

What we have done
Montrose intersection

- Removed the roundabout, built new dedicated right-turn lanes and left-turn slip lanes and installed new traffic lights to improve traffic flow and safety.
- Improved pedestrian safety by installing new signalised pedestrian crossings on three sides of the intersection and realigned the signalised pedestrian crossing near Leith Road service road.
- Improved bike rider safety by installing bicycle waiting boxes on three sides of the intersection.
- Upgraded street lighting, improved drainage and kerbs, resurfaced the road and installed new line markings.
- Completed extensive planting and landscaping across the project area to contribute to the beautification of Montrose.
Mount Dandenong Road and Leith Road

- To improve traffic flow, we have added an extra lane in each direction: on Mount Dandenong Road from Stradbroke Road to the Montrose intersection and on Leith Road from the Montrose intersection to the east of Trevallyn Close.
- Improved pedestrian safety by installing a signalised pedestrian crossing on Mount Dandenong Road at the intersection of Stradbroke Road. The traffic lights can be activated by the CFA when they need to access the road quickly for emergency call-outs.
- Introduced ‘No parking’ zones along sections of Mount Dandenong Road and on the southern side of Leith Road due to additional traffic lanes.
- Realigned the Leith Road pedestrian crossing, built a new, relocated bus stop outside the Leith Road shops and installed a new raised pedestrian crossing on the Leith Road service road guided by community feedback.
Mount Dandenong Tourist Road

- Added new parking spaces and resurfaced the carpark in front of the Mount Dandenong Tourist Road shops and improved overall connection to the shopping area.
- Relocated the pedestrian crossing on Mount Dandenong Tourist Road approximately 60m towards Devenish Avenue. Pedestrians can also cross Mount Dandenong Tourist Road safely at the new signalised crossing at the intersection.
- Installed a mountable concrete median for delivery access to Mount Dandenong Tourist Road shops.
- Extended the centre traffic island to Devenish Avenue, improving road safety and providing additional space for planting and landscaping.
- Built a new right-turn lane on Mount Dandenong Tourist Road into Devenish Avenue and improved the left-turn lane into Swansea Road.
Devenish Avenue

- Installed new ‘Keep Clear’ line marking.
- Installed new line marking to provide separate right and left-turn lanes.
Keeping as many trees as possible

We worked closely with designers to refine the intersection upgrade design based on community feedback and retain as many trees as possible. To provide room for new traffic lights and turning lanes, approximately 55 trees were removed. We are working with Treasuring Our Trees to repurpose the timber to support local projects.
We have replanted 49 trees, additional native groundcovers and tussocks and contributed additional funding to replant and protect more native trees in the local area.
Stakeholder Reference Group
Thank you to all community members who were part of the project’s Stakeholder Reference Group. The Group included representatives from the following interest groups:
- Montrose Township Group
- Montrose CFA
- Montrose Football & Netball Club
- Montrose Primary School
- Montrose Pre-school
- Sarah Court Pre-school
- Residents and business owners
- Yarra Ranges Shire
The group met regularly to provide valuable input into the project and met for the final time in February 2025.
We’ll continue working closely with community representatives as we plan the community celebration event and work with Treasuring Our Trees to repurpose trees back into the community.
