We’re proposing to improve safety and connectivity for pedestrians and bike riders on Gaffney and Park streets, Pascoe Vale to enable more Victorians to walk or bike ride for everyday trips.

We’ve consulted with the community on our design since August 2023.
We promoted the project via letterbox drops and social media. We also doorknocked local residents and businesses to understand their needs and opinions on our proposed designs.
The majority of community members who gave feedback expressed support for our safety measures, however, concerns were raised regarding the proposed location of a signalised crossing on Gaffney Street between Camdon Street and Dromana Avenue.
Understanding what’s important to the community is essential so that we can design an effective solution, which meets the needs of the local community.
That’s why we’ve listened to you. In response to community feedback, we’ve updated our designs and will now locate the signalised crossing on Gaffney Street between Ann and Wilna streets.
The new location will provide better connections to Pascoe Vale Primary School, supporting safer active travel for students, parents and teachers. The new signalised crossing will also improve safe walking access to public transport, community facilities and the wider neighbourhood, to help get you where you need to go safely.
What we’re proposing following community feedback
- Installing a raised signalised crossing on Gaffney Street between Ann and Wilna streets
- Installing a raised crossing on Ann Street
- Introducing a safer speed limit of 40km/h on Gaffney Street from Heath Street to Somerset Street
- Introducing a safer speed limit of 40mkm/h on Park Street from Somerset Street to Stewart Street
- Extending the centre island with line marking and installing a small traffic island on Gaffey Street near Pascoe Vale Station
- Painting sharrows or bike symbols on Gaffney Street near Pascoe Vale Station
- Widening the footpath on Gaffney Street near Heath Street to provide more space for pedestrians.
These improvements will:
- Improve safety and connectivity for people on Gaffney Street and Park Street
- Offer a safe crossing place for pedestrians on Gaffney Street
- Encourage the uptake of walking and bike riding for community members
- Create a safer environment for pedestrians, bike riders and motorists around Pascoe Vale Station
A high-quality pedestrian network is a fundamental building block of the transport network and helps people make active transport choices that reduce transport congestion, minimise emissions and support vibrant economic precincts.
Improving active transport
Creating safer roads, intersections and crossings for pedestrians and bike riders will help save lives and encourage people to use active modes of transport. When pedestrians and bike riders are involved in a crash with a vehicle, they’re at a higher risk of being severely injured or killed.
Improving walking and bike riding connections that enable more Victorians to walk or get on their bike for everyday trips supports the climate change pledge of 25% active transport mode share by 2030.
If 50% of short vehicle trips were switched to riding a bike or walking, the Victorian economy would save $165million every year in congestion, health, infrastructure, and environmental costs.
