Transport precincts help grow Victoria’s economy by connecting our city to jobs, services and providing an opportunity for future growth.

The Department of Transport is leading the whole-of-government delivery and coordination of the designated transport precincts of:  

These transport precincts will capitalise on the benefits of the major infrastructure investments to support thriving communities, encourage further investment and improve transport connections.


Arden is an urban renewal precinct located less than 2km north-west from the central city. The precinct is expected to be transformed over the next 15-30 years, encouraged by major investment in transport infrastructure. 

Arden Station - scheduled to open in 2025 - will see the area connected via the Metro Tunnel to key living, learning and work precincts along the Sunshine/Dandenong rail corridor.

The future Arden Precinct will see a mix of industries with residential housing, including affordable housing options. It will complement neighbouring innovation and research hubs in Melbourne CBD and Parkville, making it a new centre for life sciences, health, digital technology and education.

In 2020, the draft Arden Structure Plan was released for public consultation. Feedback is being used to inform the final Arden Structure Plan expected to be released for public exhibition in 2021.


The Sunshine Precinct is located between Victoria’s biggest international airport and port, with direct connections via road and rail. 

The Government’s pipeline of major transport investments - including Melbourne Airport Rail, Western Rail Plan and Suburban Rail Loop - presents an opportunity to drive the transformation of Sunshine to become the capital of the west.

Richmond to Flinders 

The Department is encouraging development and economic activity in the Richmond to Flinders Precinct – the principal hub for sports, entertainment and arts in Melbourne. 

Using the area’s key central location, world-class attractions, high visitation and access to existing transport links, precinct development will consider improving transport connections as well as creating new engaging destinations and development opportunities.
