The Victorian Government has ordered 65 next-generation High Capacity Metro Trains capable of carrying 1100 passengers - 20 per cent more than any other train on the network.
The project will also deliver:
- A new train maintenance depot in Pakenham East
- A light service facility in Calder Park
- Two simulators for driver training.
Melbourne’s bigger, better trains will be 160 metres long and seven carriages.
They will initially run on the Cranbourne and Pakenham lines and will eventually run through the Metro Tunnel to Sunbury.
High-capacity signalling will allow the fleet to provide a more frequent, turn-up-and-go service.
Victoria's next-generation trains will get more Victorians where they need to go.
The new trains will deliver:
- a smoother, quieter and more comfortable ride with improved seating and standing areas
- improved accessibility features, including:
- 28 allocated spaces for wheelchairs and other mobility devices in each seven-car train (14 allocated spaces in each direction of travel)
- priority seating throughout the train, close to doorways and windows
- improved real-time information through dynamic route maps and passenger information displays
- improved passenger safety, with full CCTV surveillance
- cooling and heating appropriate for Melbourne conditions
- ·new high-capacity signalling to enable trains to run more frequently once Metro Tunnel opens
- more seats than existing trains on the network
- two mixed-use spaces in each of the middle three carriages for passengers travelling with bikes, prams and other large items.

The project is supporting local manufacturing and putting Victorians to work, delivering:
- 1100 local jobs, including those in the supply chain
- 100 long-term rail maintenance jobs at the Pakenham East depot
- More than 60 per cent local content in the train fleet
- 87 per cent local content in the depot build
- 7 per cent of jobs in the project allocated for workers that face barriers to employment and 15 per cent for apprentices.
The High Capacity Metro Trains Project is a public-private partnership between the Victorian Government and Evolution Rail (Downer, CRRC and Plenary).
First peoples' artwork commission
The Department of Transport is seeking an Aboriginal artist or collective of Victorian traditional owners for a new commission to design artwork for Melbourne’s first new High Capacity Metro Train.
We are excited to celebrate the cultures and histories of the first peoples in Victoria by showcasing the work of an Aboriginal artist or group on the exterior of our first new train.
The Department is looking for artwork that explores, celebrates and shares Aboriginal culture, connects with communities and showcases Victoria’s reputation as the creative state.
Shortlisted artists will be paid a fee to develop their concepts into full scale designs, which will be judged by a panel including two traditional owner representatives.
Once endorsed by the Ministers for Public Transport and Transport Infrastructure, the winning artist or artists will receive an $18,000 commission.
The winning design will turn heads when the first new High Capacity Metro Train begins running on the Cranbourne and Pakenham lines from mid-2019.
The expression of interest process has now closed and shortlisted artists will be asked to submit their work by 8 April.
The preferred artist, or artists, will work with the Department to develop their design.
Train design engagement
An extensive engagement program in 2017 led to more than 2500 pieces of feedback, which have been considered in the train design.
We would like to thank accessibility groups, passenger groups, members of the public and technical stakeholders that were part of this year-long program.
The 40-metre-long model of Melbourne’s new train that was used for train design engagement was put on public display in February 2018 at Birrarung Marr.
The nine-day event concluded at White Night, bringing together world class art and pioneering public transport.
White Night’s ethos celebrates our inclusive society, a fitting theme to display Melbourne’s new train as its passenger features were designed with the help of hundreds of Victorians.

A new train maintenance depot
We're building a new depot at Pakenham East that will provide maintenance facilities for Melbourne's new fleet of high-capacity metro trains, a stabling yard for 30 trains and a high-tech driver-training simulator.
The new depot will deliver:
- About 450 jobs at the peak of construction
- 100 long-term rail maintenance jobs
- work for local suppliers by using at least 87 per cent local content during construction.

Upgrades to the Cranbourne and Pakenham lines
Works are occurring on the Cranbourne and Pakenham lines to enable the high-capacity metro trains to run on Melbourne's busiest rail corridor, including station platform extensions and upgrades to power and signalling.

EPBC Act approval for the Pakenham East train stabling and maintenance depot works was issued on 8 November 2016. This was based on studies of the environmental and cultural heritage values.
Early works commenced on this site in February 2017.
A key requirement of the EPBC Act approval is the publication of annual EPBC Act compliance reports by DEDJTR.
The first report is due in May 2018.
