New pedestrian traffic lights on Hall Road near Rowellyn Avenue, Carrum Downs
We’re installing a pedestrian crossing controlled by traffic lights on Hall Road near Rowellyn Avenue to make it safer and easier for pedestrians to cross Hall Road.

Project update – April 2025
We’ve installed the new pedestrian traffic lights and street lighting and completed concrete works at the pedestrian crossing.
We’re working with the power authority to establish a permanent power connection and expect the signalised pedestrian crossing to be operational by mid-May.
The next stage of works will be undertaken at night.
When to expect us
From 7pm Sunday 4 May to 6am Friday 9 May, crews will be working nightly to complete asphalting and line marking works.
Asphalting works are subject to favourable weather conditions, including specific temperatures. If we experience inclement weather, the works will be rescheduled.
What to expect during works
- One side of Hall Road will be closed at a time, with two-way traffic managed along the open side of the road between Lyrebird Drive and McCormicks Road. Traffic controllers will be on-site to assist you through the area.
- Detours in place for local traffic. Please follow signage and the directions of traffic controllers on-site.
- No parking within the work site on Hall Road. Property access will be maintained.
- Traffic controllers will be in place during work hours to assist pedestrians to cross the road.
- Medium to high levels of noise. Where possible, we will complete the noisiest works earlier in the evening. Crews use modern equipment to keep noise to a minimum. However, the works will unavoidably emit noise and light. For safety, reversing beepers are required on all machinery.
- Low amounts of dust and vibrations from construction vehicles.
- Reduced speed limit to ensure the safety of crews and all road users.
What we’re doing
- Installing pedestrian traffic lights at the existing pedestrian crossing.
- Reconstructing and widening the pedestrian crossing to meet accessibility requirements.
- Installing new pedestrian tactiles and new posts for the pedestrian fencing.
- Installing a flashing ‘No Right Turn’ sign during school times from Rowellyn Avenue into Hall Road.
- Upgrading street lighting and extending the guard rail in the median.
- Road surface improvement works.

Why we’re doing it
We’ve heard from the local community that it is difficult for pedestrians, including school children, to safely cross Hall Road at various times of the day.
This project will:
- Improve pedestrian safety for people crossing Hall Road near Rowellyn Avenue.
- Make it easier for pedestrians to cross Hall Road to access nearby community facilities and public transport.
- Create a safer environment for pedestrians and bike riders waiting to cross Hall Road during peak times, particularly during school drop off and pick up times.
Changes to on-street parking
To ensure the safe operation of the new pedestrian traffic lights and to keep pedestrians and road users safe, street parking will change near the intersection of Hall Road and Rowellyn Avenue.
The existing time based no stopping zones will change to no stopping at any time outside properties 173, 175, 176, 177 and 178 Hall Road. Parking restrictions will change once the new pedestrian traffic lights are in operation.
