Fletcher Road pedestrian crossing upgrade

We’re installing a pedestrian crossing with traffic lights between the roundabouts on Fletcher Road and Evelyn Street in Frankston to make the road safer for pedestrians.

Update - May 2025

From Monday 26 May 2025, crews will be working on site at 9.30am to 3.30pm on Monday to Friday, until September 2025. 

You may notice the new traffic lights are not operating when installation is completed. Please observe signs on site while we work with the local power authority to connect power to the traffic lights.

Please note all dates and times are subject to change. We’ll keep the community updated on the contractor’s program of works. 

What to expect during works  

  • One traffic lane in each direction on Fletcher Road will be open at all times. 
  • No parking on Fletcher Road within the work area. 
  • Periods where the existing pedestrian crossing and sections of the footpath on Fletcher Road will be closed to keep pedestrians safe. Please observe alternative route signs in place. 
  • Access to Bayside Shopping Centre via the roundabout on Fletchers Road will be kept open. 
  • Periods of medium noise levels, vibrations, and dust – we’ll work to minimise these impacts as much as possible. 
  • A reduced speed limit during works to ensure the safety of crews and all road users. 
  • Plan ahead and allow extra travel time if Fletcher Road is part of your journey. 

What we're doing

To make Fletcher Road safer for pedestrians we’ll:

  • install a pedestrian crossing with traffic lights on Fletcher Road near the entrance of Bayside Shopping Centre 
  • install a traffic light with a left turn arrow at the exit of Frankston Magistrates’ Court parking lot
  • install two ‘stop here on a red arrow’ signs at the exit of Frankston Magistrates’ Court parking lot 
  • install additional pedestrian fencing on the corner of Fletcher Road and the Fletcher Road roundabout
  • install new warning signs and line marking near the new traffic lights and pedestrian crossing.

When the upgrade is complete, the new pedestrian crossing on Fletcher Road will be accessible for everyone, including people who use wheelchairs and mobility devices and make the road environment safer for pedestrians.

To minimise disruption to traffic flow, the traffic lights will only be activated by pedestrians waiting to cross the road and includes technology that automatically adjusts pedestrian crossing times.

Background

Early investigations observed pedestrians taking risks to cross Fletcher Road by not waiting for gaps in traffic at the existing pedestrian refuges.

The new traffic lights and pedestrian crossing will replace the existing pedestrian refuge near the entrance of Bayside Shopping Centre on Fletcher Road and the location was chosen based on safety and accessibility.
