Instrument of delegation to councils
This delegation means councils can authorise certain traffic management work.
This delegation allows interested councils to authorise:
- portable traffic control devices (PTCD) with traffic signals on their road network; and/or
- temporary works speed limit signs (TWSLS) (for non-road related works on their road network).
The new instrument of delegation to councils is driven by feedback from the traffic management industry and local government, this initiative will help to improve efficiency and safety in traffic management.
Please refer to the Instrument of Delegation to Councils for further information including limitations of the delegation. A letter was sent in 2024 to local council CEOs through established DTP channels, providing details of the instrument of delegation and how local councils can adopt it.
Councils who wish to authorise PTCD with traffic signals and TWSLS for non-road related works may notify DTP Roadwork Permits team that intend to utilise the delegation via [email protected].
DTP will publish a list of local councils that have notified DTP that they will be authorising PTCD with traffic signals and TWSLS as a reference guide for the traffic management industry – see below.
DTP will redirect all permit applications we receive for PTCDs with traffic signals and TWSLS to all local councils in the first instance to seek their authorisation.
At this stage, no councils have notified DTP they don’t wish to adopt this instrument of delegation.
