Rally permit scheme

The Rally Permit Scheme caters for vehicles used in rallies organised by Motorsport Australia.


Eligible vehicles are issued a 12-month rally permit and a rally permit number plate.

You can use only use a vehicle on the rally permit scheme for the following purposes:

  • during approved rallies conducted by a Motorsport Australia affiliated club
  • during transport stages of an approved rally
  • travelling to or from an approved rally
  •  testing the vehicle for the rally (letter from Motorsport Australia permitting test is required)
  • for reasonable travel to and from a place of repair
  • for reasonable testing to confirm repair.

The holder of the rally permit must have:

  • a current National Rally Licence (or higher level competition licence); or
  • a current International Rally Licence, or
  • an alternative competition licence approved by VicRoads.

When you use the permit, you must maintain a Motorsport Australia log book and carry it in the vehicle. 

A rally permit is not transferable; and a refund does not apply.

Vehicles on the rally permit scheme are issued dak blue and white number plates, with  four numbers, followed by ‘RP’. 

You must replace lost, damaged or stolen rally permit number plates. If one rally plates are lost, stolen or destroyed, the next sequential number will be issued.  If only one is lost or damaged, the other must be returned and the next sequential number issued. Fees apply.

Apply for a rally permit

To apply for a rally permit:

  • Fill out the following form.
     
  • Make a photocopy of: 
    • your Victorian driver licence
    • your approved rally competition licence
    • the vehicle details page of a VicRoads approved vehicle log book.
  • Provide a completed copy of the Motorsport Australia 'scrutineers form' and a Motorsport Australia 'eligibility form'. View the latest versions of the form on the Motorsport Australia website
  • Pay the rally permit fee.
  • Send all the paperwork to VicRoads.

It takes about 20 business days to process a rally permit. 

Who is eligible

  • You can only apply for a rally permit if you meet both of these criteria:
  • You are a member of a car club affiliated with Motorsport Australia.
  • You hold a:
    • national rally licence (or a higher level competition licence)
    • an international rally licence
    • an alternative competition licence approved by VicRoads.

Written-off vehicles

  • You won't be able to get a rally permit for vehicles with a certain status in any Australian written-off vehicles register.

Repairable write-off

You must get a VIV certificate before you get a rally permit unless the vehicle is more than 15 years old.  

Note: Where a vehicle previously failed a VIV inspection and is now over 15 years old, a VIV certificate is still required.
