TAC L2P Program

The Transport Accident Commission (TAC) L2P Program helps eligible Victorian learner drivers gain driving experience required for a probationary licence.  


This free program is funded by the TAC, administered by the Department of Transport and Planning, and delivered by more than 50 councils and non-profit community agencies across Victoria.

Eligible learners are matched with a fully licenced volunteer mentor and an L2P car, which is used to gain supervised driving experience.

The program adheres to Victorian Child Safe Standards.   

Who can join the program

To be eligible for a learner position, you must meet the following criteria. You:

  • are between 16 and 21 years old (and in some cases, up to 23 years old)
  • are an Australian Citizen or permanent resident, including refugees and new arrivals
  • have a Victorian learner’s permit
  • don’t have access to a safe supervising driver who can help you practise your driving, or  
  • don’t have access to a suitable vehicle
  • are medically fit to drive
  • aren’t an overseas student
  • are not already in a TAC L2P program (in another time, for example)

You can apply to be a volunteer mentor if you:

  • are over 21 years old
  • have a current, full Australian driver licence
  • have a satisfactory full driver’s licence history
  • are medically fit to drive
  • have a valid volunteer Working with Children Check card
  • undergo a National Police Check.

Your local L2P coordinator can help you with the Working with Children Check and national police check.

Volunteer mentors and learner drivers must be able to drive safely. This requires:  

  1. completing a medical review, if you have a (permanent or long-term) illness, disability, medical condition, or injury or are taking medication that may affect your fitness to drive.
  2. noting your medical condition on your L2P program application form.

Your local organisation is responsible for your participation and giving you advice within the TAC L2P Program.

Apply to join the TAC L2P program

Eligible people can apply online through your MyVicRoads account.  

  1. Locate your nearest TAC L2P Program using the search function above
  2. Login to your myVicRoads account or create an account.
  3. Go to ‘licences and learner permits’.
  4. Towards the bottom of the page, select the option that suits you:
  • ‘Apply as a learner in the TAC L2P Program’.
  • ‘Apply as a mentor in the TAC L2P Program’.  

You must have a myVicRoads account to apply for this program, unless you can supply a good reason why you can’t have one. In these exceptional cases, a learner and mentor can request a paper-based application form by emailing [email protected]
