Surfcoast Highway Planning Study
We are working with the community to plan for the future of the Surfcoast Highway by looking at ways to improve safety and create more reliable journeys for drivers, cyclists and pedestrians.

Background
Supporting a growing community, the Surfcoast Highway connects people to their jobs, students to their schools, businesses to their customers and visitors to nationally significant tourist destinations including the Great Ocean Road.
Surf Coast Shire’s population of just over 32,000 is expected to swell to over 45,000 by 2036 with an estimated 70% of the population residing in the township of Torquay-Jan Juc. Similarly, Armstrong Creek is the key urban extension to Greater Geelong and will accommodate major population expansion for the next 20 plus years.
The Planning Study
The Victorian Government has committed $1.575 million to complete an Improvement Study for the Surfcoast Highway Corridor.
The project will focus on a 7.4km length of Surfcoast Highway between Settlement Road in the north to Mount Duneed Road in the south.
Our objective is to plan for potential upgrades of the Surfcoast Highway to cater for future growth. We will prepare a business case with short, medium and long-term options for consideration. We are currently in the planning phase—please note there is no funding for construction at this stage.
We will also be conducting a range of technical studies. This includes traffic modelling, planning studies, environmental investigations and social studies.
Community engagement
It’s important that our communities are involved in helping shape the future of our transport systems. We want to make sure our plans reflect community needs.
There will be multiple opportunities to have your say.
In September 2022, we asked the community how they use the Surfcoast Highway, what problems they experience, and whether there are opportunities for improvement.
Thank you to everyone who provided their feedback. We will combine this information with our technical investigations, such as engineering, environmental, cultural heritage, traffic modelling and land use.
