Sunshine Avenue intersection upgrades
We’re improving safety and traffic flow in East Keilor and Taylors Lakes with the extensive upgrade of two major intersections.
Planned
The Department of Transport and Planning is upgrading the intersections of Melton Highway and Sunshine Avenue in Keilor and Old Calder Highway and Sunshine Avenue in Taylors Lakes intersections to improve traffic flow and safety for all road users.
Project update - September 2023
The Department of Transport and Planning (DTP) is preparing an Amendment to the Brimbank Planning Scheme, which will allow DTP to apply a Public Acquisition Overlay (PAO) to acquire the land required to deliver the Sunshine Avenue intersection upgrades.
The PAO will:
- Reserve the land for public purpose, being infrastructure in the form of road widening.
- Ensure that any change to the use or development of the land does not prejudice the purpose of the reservation.
- Identify the land as proposed to be acquired by the Head, Transport for Victoria (HTfV), a legal entity of the Department of Transport and Planning.
- Designate the HTfV as the acquiring authority for the land.

Service relocation works
Minor works to essential services and drainage will be undertaken in October, 2023. These works will not impact traffic or access at either intersection.
Works to relocate essential services are currently scheduled to commence in mid-2024. We’re currently finalising a delivery schedule for service relocation works and will be back in touch with community once impacts are known.
Design of the new intersections is continuing and is expected to be completed later this year.

What we're doing
As part of the upgrade, we will:
- remove two roundabouts and install new traffic lights
- remove existing pedestrian crossings and install new pedestrian crossings at the traffic lights
- remove the bus stop on the north side of Melton Highway and construct a new bus stop on the east side of Sunshine Avenue
- improve pedestrian facilities, including constructing new shared user paths and footpaths
- improve cycling facilities
- upgrade street lighting
- complete asphalt resurfacing and new line marking
- construct new underground drainage and upgrading existing drainage.
Background
The Melton Highway and Old Calder Highway intersections on Sunshine Avenue experience large traffic volumes in the morning and afternoon peaks which causes delays for drivers.
Both intersections connect the community to the Calder Freeway, other Western suburbs, schools and childcare centres and the large Watergardens Shopping Centre.
Melton Highway
- Melton Highway is an arterial road in the east/west direction
- Melton Highway is a two-way road with two lanes in each direction, increasing to three lanes on the approach to the Melton Highway and Sunshine Avenue roundabout
- Melton Highway carries around 37,000 vehicles on average per day of which 2.4% are heavy vehicles.
Sunshine Avenue
- Sunshine Avenue is an arterial road in the north/south direction, with two lanes in each direction
- Sunshine Avenue carries 21,000 vehicles on average per day of which 4% are heavy vehicles.
Older Calder Highway
- Old Calder Highway is an arterial road in the east/west direction, with one lane in each direction
- Old Calder Highway carries 7,700 vehicles on average per day of which 5% are heavy vehicles.
There have been seven serious accidents and 16 ‘other injury’ crashes within and on the approach to the two roundabouts (in the five-year period ending November 2019).
This project is part of the Victorian Government’s $117 million investment in the Metropolitan Road and intersections Upgrade program.
