We’re upgrading the South Gippsland Highway and Clyde-Five Ways Road intersection in Devon Meadows to improve safety and keep traffic flowing to cater to Melbourne’s growing population.

What we're doing

South Gippsland Highway and Clyde-Five Ways Road intersection is a high-risk intersection with traffic volumes and crash rates increasing in recent years.

We’re upgrading the intersection to:

  • improve road safety for all road users
  • improve traffic flow at the intersection
  • increase capacity to accommodate population growth in the area.

Project update - August 2023

Design and planning work is underway. We’ve reviewed design options and found that three options addressed road safety and traffic flow at the intersection.

We reviewed design options to build:

  • a roundabout
  • a single intersection with traffic lights
  • two intersections with traffic lights.

We evaluated these design options and considered factors such as safety congestion, population growth, environmental impact, cost-to-benefit, land conditions and feedback from City of Casey.

Design and planning work for the intersection upgrade is expected to be completed by early-2024.

Early investigations and design work

Preliminary investigation results

A circle or oval roundabout at South Gippsland Highway, Clyde-Five Ways Road and Fisheries Road would not improve traffic flow or cater to future population growth and an oval roundabout would be more confusing for drivers to navigate.

A single intersection with traffic lights and pedestrian crossings at South Gippsland Highway, Clyde-Five Ways Road and Fisheries Road would improve safety and access at the intersection for all road users. The design would improve traffic flow during special events such as the Phillip Island Grand Prix where there are increased traffic volumes on the highway.

Two intersections with traffic lights and pedestrian crossings at South Gippsland Highway and Clyde-Five Ways Road and at South Gippsland Highway and Fisheries Road, would have a negative impact on traffic flow due to how close the traffic lights are. This design would likely cause congestion during peak times or special events. It could also cause driver confusion and increase the risk of crashes at the intersection.

Our investigations showed that installing a single intersection with traffic lights is the best way to address road safety, traffic flow and increase capacity at this intersection. 

Next Steps

We are continuing our technical investigations and we’ll have information session later this year so the community can see the draft design plans and give feedback.
