Road Safety Program - Innovative Package


The Victorian and Australian Government are improving safety at 70 locations across regional Victoria with new innovative treatments that will enhance delineation and visibility to reduce the number of deaths and serious injuries on our roads.

What we're doing

In early 2021, $245 million was dedicated to Victoria under the Road Safety Program to support the fast roll-out of lifesaving road safety treatments on rural and regional roads and promote greater protection for vulnerable road users, like cyclists and pedestrians.

Through this funding $4 million is being invested to install new innovative treatments at 70 locations across regional Victoria to improve delineation for motorists and pedestrians.

As part of the Innovative Package, we’ll be delivering three innovative treatments:

LED tactile paving at traffic signals

LED tactile paving is a ground surface treatment that changes colour between red and green with the traffic lights, providing a clear signal for pedestrians when it’s safe to cross the road.

It’s easier to see and will prevent pedestrians from walking into incoming traffic, assist distracted pedestrians or people with low vision.

Pedestrian areas being treated include:

  • Intersection of Contingent Street, Trafalgar
  • Intersection of Mitchell Street /Hargreaves Street and Hargreaves Mall, Bendigo.

Photo-luminescent delineation treatments  

A glow in the dark paint will be applied to provide drivers with a stronger visual to follow when there is minimal light. This treatment will make it easier for drivers to see the linemarkings or signage and provide stronger definition coming up to intersections and curves, giving drivers more time to react and preventing them from veering from their lane.  

This will be particularly beneficial for people who are not familiar with driving through the area.

Road linemarkings with high reflectivity

Thicker glass beads and thermoplastic is added to the linemarking paint to provide higher reflectivity, making the linemarkings on the road more defined and easier for motorists to follow, particularly when driving on unfamiliar roads with low visibility conditions.

Extra reflectivity will help prevent drivers from veering from their lane, increase skid resistance and help prepare drivers for upcoming hazards.

Why we're doing it

In 2015, head-on and run-off-road collisions were the most common crash type of crashes in Victoria, responsible for 40% of Victoria’s road deaths and serious injuries.

A breakdown of trauma shows that, between January 2015 and December 2019, nearly half the deaths recorded on Victoria’s roads happened on roads with high speeds between 100km/h and 110km/h.  

These roads make up a small percentage of Victoria’s overall road network but are well overrepresented in terms of fatal and serious injury crashes.

Additionally, pedestrians are one of the most vulnerable road user groups, and the number of pedestrians killed or hospitalised has increased in the last five years.

Between 2014 and 2019, more than 170 pedestrians were killed in Victoria, with more 2,300 seriously injured on Victorian roads. Pedestrians are completely exposed to the full force of a collision and the risk increases in busy pedestrian areas.

That’s why we’re investing in new innovative road safety infrastructure to enhance delineation and visibility for motorists and pedestrians.

Infrastructure plays a vital role in preventing serious crashes. It also helps to reduce the severity of crashes when they’re unavoidable.

70 locations will be made safer with improved delineation thanks to the $4 million investment by the Victorian and Australian Governments to reduce the number of deaths and serious injuries on our roads.

These upgrades are being delivered by Regional Roads Victoria under the Department of Transport, as we continue to work to deliver safer, connected journeys in Victoria, while supporting our economic recovery.
