Queens Parade and George Street, Fitzroy signalised intersection

We've improved pedestrian and bicycle safety by delivering a new crossing at the intersection of George Street and Queens Parade in Fitzroy.

The crossing has made it safer and easier to access the new Wurun Senior Campus, shared sporting facilities and the Fitzroy Gasworks redevelopment.

Jamieson Street right turn ban

Detailed investigations completed by the Department of Transport and Planning (DTP) have determined that the right turn from Queens Parade into Jamieson Street cannot be reinstated due to safety concerns. 

What's next?

Since the right turn ban was introduced, vehicles have been observed making illegal right turns from Queens Parade into Jamieson Street.

To improve safety, we will be installing a concrete traffic island at the entry to Jamieson Street, between Queens Parade and the Queens Parade Service Road, to prevent vehicles from turning right into Jamieson Street.

We will also update line marking to match in with the new traffic island.

Additional signage will be installed near Delbridge Street to provide advance warning to motorists that they will need to turn right at Delbridge Street to access Jamieson Street.

When to expect us

Works are expected to be completed between Monday 29 April 2024 and Friday 3 May 2024. Crews will be working between 9am and 4:30pm.

Works are subject to suitable weather conditions.

What to expect during works

  • The median between Queens Parade and Jamieson Street will be closed. Detours will be in place via Queens Parade Service Road for vehicles entering and exiting Jamieson Street.
  • Eastbound lane closures on Queens Parade, near Jamieson Street.
  • Westbound lane closures on Queens Parade, near Michael Street, during sign installation.
  • Short periods of medium to high level noise when concrete is being cut.
  • Pedestrian, business, and residential access to be maintained at all times.
  • A speed reduction will be in place near work sites. 

Access to Jamieson Street from Queens Parade

Vehicles travelling westbound on Queens Parade can access Jamieson Street by either:

  • turning right at Delbridge Street and then left at McKean Street; or
  • continuing further west on Queens Parade and turning right at one of the U-turn slots to enter the Queens Parade Service Road, then turning left into Jamieson Street.

Vehicles travelling eastbound on Queens Parade can continue to enter Jamieson Street from Queens Parade and the Queens Parade Service Road.

Background

During construction of the new crossing, an historic brick drain was found to be closer to the road surface than it had appeared in initial investigations.

This impacted the location of the pedestrian crossing, traffic lights and vehicle stop lines, and required the removal of the right turn from Queens Parade into Jamieson Street for safety.

Detailed investigations into the right turn ban have been completed by the Department of Transport and Planning. Taking into consideration factors such as road design, traffic flow, safety and cost, it was determined that the right turn movement could not be safely reinstated.

Why can't the right turn be safely reinstated?

The eastbound and westbound traffic lights on Queens Parade operate on different signal phases. This means there are times when the westbound traffic lights are red while the eastbound traffic lights are green.

The different signal phasing allows eastbound traffic to turn right into George Street whilst the westbound traffic is stopped at the traffic lights. It also allows pedestrians to cross George Street without impacting eastbound traffic flow on Queens Parade.

Vehicles attempting to turn right from Queens Parade into Jamieson Street may assume the traffic lights are synchronised and turn across oncoming traffic.

This presents a significant safety risk for both turning vehicles and oncoming traffic.

Retaining the right turn ban is necessary for the safety of all road users and to maintain traffic flow on Queens Parade.

40km/h school speed zone on Queens Parade

As part of the project, electronic speed signs were installed on Queens Parade, between Napier Street and Smith Street to further improve safety for students travelling to and from Wurun Senior Campus.

Static speed limit signs have been temporarily installed in front of the electronic signs to alert drivers to the school speed zone whilst we complete connection of the electronic signs. Once the electronic signs are operational, the static signs will be removed.

To reinforce the 40km/h school speed zone, we’ve installed additional static signs leading up to and throughout the area to alert drivers to the change in speed during peak school times (8am – 9:30am and 2:30pm – 4pm).

Static speed signs are now installed on:

  • Queens Parade 
  • Napier Street
  • George Street
  • Jamieson Street
  • Smith Street

We thank the community for their patience whilst we completed these important safety improvements.

Project details

As part of this project, we have:

  • installed traffic lights at the intersection of Queens Parade and George Street to provide a safer crossing location for the new Wurun Secondary School
  • installed 40km/h school speed zone signs on Queens Parade and throughout the surrounding area
  • delivered interim changes to the Queens Parade service lane to support the school with short term drop off and pick up parking, bus parking and a school loading bay
  • created a safer route for bike riders through early access into the service road linking Queens Parade with Napier Street.
