Plymouth Road improvements

We’re making journeys safer and smoother on Plymouth Road between Narr-Maen Drive and Yarra Road, with improvements including new traffic lights and pedestrian crossing facilities at the Kirtain Drive intersection.

Project update - November 2023

Construction works are complete. Please be aware of changed traffic conditions as we work with the power authority to switch on the new traffic lights.

We expect the traffic lights to become operational from Tuesday 28 November.

Next steps

We’re upgrading the street lights on Plymouth Road by replacing them with brighter LED lights. We expect the street lights to be operational shortly after the traffic lights are switched on.

New traffic conditions when the new traffic lights are switched on

  • The exit from McAdam Square onto Plymouth Road will become left turn only. Drivers will also be able to exit McAdam Square onto Kirtain Drive and use the new traffic lights to safely turn right onto Plymouth Road. 
  • Drivers exiting the Good Shepherd Lutheran Primary School will see a new left turn traffic light. When the pedestrian crossing outside Good Shepherd Lutheran Primary School has been activated, the new left turn arrow traffic light will display an amber and then a red light to stop left turning vehicles from exiting. When the pedestrian crossing is not in use, the red left turn arrow will turn off, allowing drivers to safely select a gap to turn left onto Plymouth Road.
  • Drivers exiting the driveway between McAdam Square and the 7 Eleven petrol station will see a new right turn traffic light. When the pedestrian crossing outside Good Shepherd Lutheran Primary School has been activated, the new right turn arrow traffic light will display an amber and then a red light to stop right turning vehicles from exiting the driveway. When the pedestrian crossing is not in use, the red right arrow will turn off and allow drivers to safely select a gap to turn right onto Plymouth Road.
  • The Gate 9 entrance to Luther College at Kirtain Drive will become entry only. Vehicles will be able to exit the College by travelling east through the parking lot or drop off zone and using Gate 8. By changing Gate 9 to entry only, it will help improve safety and traffic flow at Kirtain Drive for all road users, including pedestrians.

New parking conditions on Plymouth Road

We’ve changed parking conditions on the northern side of Plymouth Road between Narr-Maen Drive and Yarra Road to include permanent no stopping and part time no stopping zones to keep traffic flowing.

The part time no stopping zones will be in place Monday to Friday during peak times 7:30am to 9:30am and 3pm to 7pm. See map below. 

What we've done

  • Installed new line marking to create two lanes in each direction on Plymouth Road between Narr-Maen Drive and Yarra Road to improve traffic flow.
  • Installed new traffic lights at the Plymouth Road and Kirtain Drive intersection and a new signalised pedestrian crossing near Midhurst Road which will improve driver and pedestrian safety when operational.
  • Installed new vehicle detectors at Golden Ridge Drive and the Good Shepherd Lutheran Primary School exit to activate nearby traffic lights, if there are significant delays.
  • Widened Golden Ridge Drive to provide a separate right turn and left turn lane for drivers exiting onto Plymouth Road.
  • Added a new ‘Keep Clear’ zone on Plymouth Road at the Luther College and Outer Eastern Lutheran Church entrance, near Midhurst Road.
  • Built raised crossing points across side roads including Sandgate Avenue, McAdam Square entrance, Golden Ridge Drive and Midhurst Road to improve pedestrian safety.
  • Built a realigned zebra crossing and installed new pedestrian fencing within Gate 9 of Luther College to link pedestrians directly to the new pedestrian crossing at Kirtain Drive.
  • Installed new pedestrian fencing and signs.

The Plymouth Road Improvements have:

Improved safety for vulnerable road users including cyclists and pedestrians
Improved traffic flow with the new traffic lights linking with traffic lights at nearby intersections to optimise efficiency
Provided safe access to and from side roads.

Project background

Plymouth Road is a two-way, single lane road, providing an important east-west connection between Warrandyte and Croydon.

During morning and afternoon peak times it is heavily congested as people commute to and from local schools and shops. This makes it difficult for drivers to find safe gaps when entering and exiting the side roads between Narr-Maen Drive and Yarra Road.

In the five years leading up to June 2020, there were five reported crashes along this section of Plymouth Road; two of which resulted in serious injuries.

The Australian Government has committed $4.4 million to fully fund this project.
