Phillip Island Road Newhaven proposed upgrades
The Victorian Government has committed $3.2 million for planning along Phillip Island Road. We’re developing plans to improve safety, traffic flow and access through Phillip Island Road in Newhaven.
Underway
Overview
Phillip Island is a premier tourist destination in Victoria, attracting more than 1.8 million people each year and it is predicted to reach up to 3.5 million a year by 2035.
This significant number of visitors puts pressure on the island's road network and often leads to it reaching capacity, with tourists and residents finding it difficult to move around on the island.
Improvements to the road network are crucial to the island's future and tourism.
Community Engagement

- construction of a service road for safer access to commercial and residential properties between these 2 intersections
- pedestrian-operated traffic lights near Bluebird Court

The Victorian Government has funded a Planning Scheme Amendment for a Public Acquisition Overlay to reserve land to allow for the development of future road infrastructure.

- improved traffic flow
Background
In 2015 and 2016, we engaged the Phillip Island community with plans to upgrade Phillip Island Road intersections in Newhaven. The majority supported the proposal featuring dual-lane roundabouts at Boys Home Road and Forrest Avenue, with 2 lanes in each direction between the roundabouts.
We also held meetings with landowners potentially impacted by the land acquisition and made further refinements to the plans based on their feedback.
This feedback, in addition to feedback form the broader community and our own technical investigations, has guided us in developing the latest designs.
Next Steps
The feedback received via the survey and the one on one meetings with community members will now be reviewed.
We will keep the community informed as the project progresses.
