Hopkins Street and Moore Street intersection safety improvements
As part of the Safer Roads Safer Pedestrians Program, in partnership with the Transport Accident Commission (TAC), we’ve improved safety at this busy Footscray intersection.

The upgrade has made it safer and easier to navigate the intersection by installing new crossings, stopping points and traffic lights.
Project update - December 2023
We have completed construction on the Hopkins Street and Moore Street safety improvements in Footscray.
We thank the community for their patience whilst we delivered this important safety upgrade.
About the project
As part of this project, we have:
- removed the traffic island on Moore Street to create a single crossing
- realigned the crossings on the north and north-east sides of the intersection
- updated the pedestrian sequence on Moore Street to allow more time for pedestrians to cross safely
- removed the slip lane on Moore Street and signalised the left turn from Moore Street to Hopkins Street
- moved two key stop lines back from the intersection to provide more room for pedestrians and drivers
- identified and relocated services
- installed new traffic lights and tactile paving at the intersection
- resurfaced the intersection and painted new line markings.
A safer speed on Moore Street
In addition to the safety improvements at the intersection, we have implemented a safer speed of 40km/h on Moore Street between Ballarat Road and Hopkins Street. The new speed limit was introduced on Thursday 27 April.
Background
The intersection observed a high volume of pedestrians who used the slip lane as a crossing to move from the north-east corner of the intersection to access local businesses, the Footscray Market, and Footscray Station.
The traffic island did not provide sufficient space if there were high volumes of pedestrians.
A number of pedestrian near misses were recorded as vehicles often approached the slip lane at high speeds.
Interim safety measures to improve pedestrian safety were completed in January 2022.
The following works were completed as part of the interim treatment:
- installed a new LED ‘Watch for Pedestrians’ sign on Moore Street, north of the intersection
- installed flexible bollards at the pedestrian waiting area on the north-east corner of the intersection
- installed additional reflective pavement markers around the traffic island
- signage and line marking improvements.
