High Street and Urquhart Street intersection upgrade (Development)

Planning is underway to develop improvements at the intersection of High Street and Urquhart Street, Woodend, to improve safety for all road users.

Update – April 2025

We are developing designs for future safety improvements at the intersection of High Street and Urquhart Street in Woodend.

This intersection has several challenging access and safety concerns, including high levels of traffic entering the shopping centre complex, lack of safe crossing areas for pedestrians and bike riders, and confusing access points to side roads, including the Woodend Train Station service road.

We have investigated a range of options to improve safety and have developed draft designs for this intersection including:

  • Installing traffic lights to improve safety. These will include dedicated pedestrian operated signals to create better connections for walking and cycling.
  • Reconfiguring service roads on both sides of High Street to improve traffic flow and reduce the number of conflicting access points to the intersection.
  • Simplify access to Woodend Train Station for busses and other road users.
  • Installing an on-road bike lane with connections to the existing bike lanes on High Street.

Next Steps

We will be engaging with local residents and businesses over the coming months for feedback on our draft designs.

This feedback will be used to inform our final preferred designs for the intersection.

We anticipate our final designs will be complete by late 2025 and will share them here when they are complete.

It is important to note that this is a project to develop designs for improvements for the intersection and is not funded for construction. We will continue to seek funding for construction and maintain this project as a priority for the region.
