Henderson Road and Kelletts Road intersection upgrade
We’re improving safety and traffic flow by delivering a major upgrade at the Henderson Road and Kelletts Road intersection in Rowville.

Project update - October 2023
We’re working with our contractor and the power authority to secure power connection to the site as soon as possible.
In the interim, we will be installing a temporary generator so that the traffic lights can be activated without further delay. We will also be installing two temporary street lighting towers at the intersection to ensure visibility and safety.
Our crews will be installing the generator on the north-east corner of the intersection, near the VicRoads controller box.
The lights will be active from Thursday 2 November 2023.
Once the generator and the street lighting towers are switched on, you may notice some noise coming from the units. We will be using specialised ‘low noise’ equipment to keep noise disruption to a minimum.
Please be aware of the changed traffic conditions when travelling through the area.
What's next
Once the power authority completes the power connection process, the generator and temporary street lighting towers will be removed. We will keep the community updated on the expected timeframe for final power connection.
We acknowledge the significant delay between the end of major construction and the lights being switched on. We sincerely thank the community for their patience and understanding whilst we complete these important works.
What we've done
In addition to signalising the intersection, we delivered additional works to keep this intersection safe for all road users.
This included:
- Drainage works at the site and surrounds
- Construction of new footpaths, kerbs, and traffic islands
- New street lighting
- Pavement marking
- Asphalt resurfacing
- CCTV installation.
Project background
In Victoria, 40% of serious injuries result from crashes at intersections. We’ve installed traffic lights and two new signalised pedestrian crossings, making it safer and easier to cross at this busy intersection.
This package of works included important earthworks, drainage works, asphalt works and the construction of new footpaths, linking to the new shared user path being delivered by Knox City Council.
This project was delivered as part of the Australian Government’s $14.26 million committed to the Henderson Road Upgrades project.
Project benefits
The upgraded intersection will help ease congestion, improve travel times and allow safer movements in and out of Henderson Road. Newly installed pedestrian crossings will also allow pedestrians and bike riders to safely cross at this busy intersection, linking up with the new shared user path being delivered by Knox City Council.
Freight operators will also benefit with the intersection upgrade making it easier and safer for freight vehicles to enter and exit Henderson Road from Kelletts Road.
