Fletcher Road pedestrian crossing upgrade
We’re installing traffic lights with a pedestrian crossing on Fletcher Road between the roundabouts on Fletcher Road and Evelyn Street in Frankston to make the road safer for pedestrians.

Project update - August 2024
In June 2024, we held information pop-ups at the Bayside Shopping Centre in Frankston to inform the community about the upgrade and get feedback.
Thank you for dropping by our stand and sharing your feedback with our project team.
This is what we heard:
- there is a need for traffic lights with a pedestrian crossing on Fletcher Road to improve safety for pedestrians
- pedestrians find it hard to look for gaps in traffic to cross Fletcher Road at the existing pedestrian refuges, especially during peak times
- pedestrian fencing on Fletcher Road will minimise the risks of pedestrians crossing at other locations along the centre median
- traffic lights with a pedestrian crossing will make the road safer and more accessible for vulnerable pedestrians
- traffic light programming will need to consider traffic volumes to minimise congestion on the roundabout at the entrance of Bayside Shopping Centre.
Next steps
We anticipate planning work will be completed in 2024 and construction will start in 2025.
We’ll keep the community updated when the works are scheduled.
What we're doing
To make Fletcher Road safer for pedestrians we’ll:
- install traffic lights with a pedestrian crossing on Fletcher Road near the entrance of Bayside Shopping Centre
- install a traffic light with a left turn arrow at the exit of Frankston Magistrates’ Court parking lot
- install two ‘stop here on a red arrow’ signs at the exit of Frankston Magistrates’ Court parking lot
- install additional pedestrian fencing on the corner of Fletcher Road and the Fletcher Road roundabout
- install new warning signs and line marking near the new traffic lights and pedestrian crossing.

When the upgrade is complete, the new pedestrian crossing on Fletcher Road will be accessible for everyone, including people who use wheelchairs and mobility devices and make the road environment safer for pedestrians.
To minimise disruption to traffic flow, the traffic lights will only be activated by pedestrians waiting to cross the road and includes technology that automatically adjusts pedestrian crossing times.
Why we're doing it
Early investigations observed pedestrians taking risks to cross Fletcher Road by not waiting for gaps in traffic at the existing pedestrian refuges.
The new traffic lights and pedestrian crossing will replace the existing pedestrian refuge near the entrance of Bayside Shopping Centre on Fletcher Road and the location was chosen based on safety and accessibility.
Other options considered
During early investigation and planning work we considered other safety improvements such as:
- a staggered raised pedestrian crossing
- a staggered set of traffic lights with a pedestrian crossing
- a staggered set of traffic lights with a raised pedestrian crossing
Investigations showed that traffic lights with a pedestrian crossing will make the road environment on Fletcher Road safer for pedestrians, by giving pedestrians priority to cross the road when cars are stopped at the traffic lights.
Next Steps
We anticipate that planning and development work will be completed in 2024 and construction will start in 2025.
