City Road and Power Street intersection safety improvements
We’ve installed pedestrian safety fencing on the south-west corner of the intersection after our review of the completed upgrades recommended further safety measures.

Project update - November 2023
The metal pedestrian fencing creates a safer distance between pedestrians and vehicles.
In late October 2023, we added new line marking to the centre lane (north-west bound) of Power Street at the Kavanagh Street intersection. The angled arrows indicate that the centre lane is dedicated to traffic turning right into City Road at the next intersection. This provides drivers who want to continue travelling north-west along Power Street enough time to change lanes before reaching the next intersection.
Upgrades to the intersection were completed in early 2023. This included:
- New pavement and new line markings for a safer journey through the intersection.
- Shifting traffic lanes and extending the footpath on City Road to give more room to pedestrians.
- Realigning the pedestrian crossing across Power Street, moving it further away from turning vehicles.
- Relocating and installing new traffic signals.
- Installing new asphalt, bluestone kerb, drainage and public lighting.
We thank the community and motorists for their patience during these important safety upgrade works. The new intersection provides a safer and smoother journey for motorists, more space for pedestrians and a safer pedestrian crossing across Power Street.

Why are trucks still allowed to travel in the area?
Trucks that are too tall to fit, as well as those that carry dangerous or flammable cargo, cannot pass through the Citylink Tunnels. Restrictions are detailed in the Road Transport (Dangerous Goods) Act 1995 which apply to all Victorian tunnels.
Livestock vehicles are also unable to use Citylink tunnels due to both the physical constraints of the tunnel and for animal welfare reasons.
Power Street is an essential detour route when the tunnels are closed due to maintenance work or when an accident has occurred.
