Cape Otway Road and Winchelsea-Deans Marsh Road intersection upgrade
We’re improving safety at the intersection of Cape Otway Road and Winchelsea-Deans Marsh Road with a new roundabout.
Underway
A new roundabout will slow the flow of traffic and reduce the risk and severity of collisions.
The roundabout will feature new kerb, public lighting, line marking, signage, and a new asphalt surface for safety and durability. The raised roundabout and the new public lighting will improve visibility of the intersection.
This project is funded under the Australian Government’s Infrastructure Investment Program and will deliver a safer intersection for all road users.
Update – October 2024
Construction is expected to start in October 2024. Due to extensive earthworks and frequency of rainfall at this site, the anticipated construction period will extend to the end of 2025.
Crews will be on site from Monday to Friday, between 7am and 6pm, with the possibility of some weekend works.
Traffic management will include lane closures and reduced speed limits to protect the safety of crews and road users. Road users are encouraged to plan their journey to minimise disruptions.
Please note: dates and timeframes of these works are dependent on a range of factors, including favourable weather and site conditions.
What we're doing
This project includes:
- construction of the new roundabout to replace the existing crossroad intersection
- installation of a new safety barrier on the western approach to the intersection to prevent vehicles from impacting a power pole
- installation of new public lighting to improve visibility at night
- installation of new way-finding signage, kerbing and line marking
Prior to construction, vegetation works including the removal of a small number of trees are required for the construction of the new roundabout and to improve visibility at the intersection.

We're upgrading the intersection to:
- reduce the risk and severity of intersection crashes
- support safer turning movements for all vehicles
- increase visibility on all approaches, including at night through public lighting
- improve tourist journeys by clearly defining the intersection.
Background
From 2017 to 2024, five crashes occurred at this intersection, four resulting in serious injuries.
The daily traffic volume is 1,290 vehicles on Cape Otway Road and 670 vehicles on Winchelsea-Deans Marsh Road.
