Project update - April 2025
We have successfully completed the Lyrebird Drive, Dion Drive, McCormicks Drive and Potts Road intersection upgrades. We are continuing upgrade works on Ballarto Road from Boggy Creek to Flora Park Way, including the Greenwood Drive intersection. This project is expected to be completed by mid-2025.
What’s next
Over one night in late-May, Ballarto Road will be closed at night between Lyrebird Drive and Flora Park Way to remove concrete barriers. We’ll be in touch closer to the works starting to confirm dates. Please be advised that dates are subject to change.
What to expect
- Detour via Frankston-Dandenong Road, Hall Road and Western Port Highway.
- Local detour via Lyrebird Drive, Cockatoo Drive, Greenwood Drive, Gamble Road and Dion Drive.
- No vehicle access in and out of Greenwood Drive to Ballarto Road.
- Access to properties will be maintained with the support of traffic controllers.
- Properties on the service road between Lyrebird Drive and Boggy Creek will have access on Ballarto Road from the west (Seaford).
- Properties on the service road between Boggy Creek and Greenwood Drive will be able to enter from west (Seaford) and exit near Greenwood Drive.
- Properties on the service road between Greenwood Drive and Dion Drive will enter via Carrum Bella Drive and can exit via Carrum Bella Drive or Dion Drive.
- The Pines Flora and Fauna Reserve carpark will be temporarily closed.
Following the removal of concrete barriers, the new traffic lights at the intersection of Ballarto Road and Greenwood Drive will be switched-on. Two-way traffic will be maintained on Ballarto Road with a reduced speed limit and changed traffic conditions in place as further works continue.
- Properties on the service road between Boggy Creek and Greenwood Drive will be able to enter and exit using the new service road entrances and exits on Ballarto Road.
- Properties on the service road between Greenwood Drive and Dion Drive will be able to use the newly built service road entrance on Ballarto Road.
Further traffic changes and weekend road closures will be required in early June to complete asphalt and line marking works on Ballarto Road between Flinders College and Dion Drive. We will communicate these changes prior to starting works.
Current traffic changes
Ballarto Road is reduced to one lane between Greenwood Drive and Flora Park Way until late May.
During weekdays between 6.30am and 5.30pm:
- The eastbound lane on Ballarto Road between Greenwood Drive and Flora Park Way is closed.
- Drivers will not be able to turn left out of Greenwood Drive as the eastbound lane on Ballarto Road is closed.
- Traffic travelling east will detour via Frankston-Dandenong Road, Hall Road and Western Port Highway.
- Local traffic will detour via Greenwood Drive, Gamble Road and McCormicks Road.
- The westbound lane on Ballarto Road will remain open, with a reduced speed limit in place. Drivers can make right turn into Greenwood Drive.
During weeknights between 5.30pm and 6.30am, weekends and public holidays:
- Temporary traffic lights will be operating on Ballarto Road between Greenwood Drive and Flora Park Way to allow local traffic to take turns travelling in both directions using the one lane.
- Drivers will be able to turn right and left into Greenwood Drive from Ballarto Road, and make a right and left turn out of Greenwood Drive onto Ballarto Road.

Public transport changes
The following impacts to bus route 832 and 760 will be in place from late May:
- Bus stop on Ballarto Road east of Boggy Creek will remain temporarily closed.
- Bus stops on Greenwood Drive near Ballarto Road intersection have been permanently relocated near Bainbridge Court and will be opened to service Route 832.

Other works in the area
We’re delivering vital maintenance works on approximately two kilometres of Ballarto Road in Skye between Potts Road and Western Port Highway. The works will involve constructing new road shoulders, replacing layers of the road, asphalt resurfacing and line marking to restore the condition of the road surface. Works are expected to take place from Sunday 11 May to Sunday 25 May..

We’re upgrading the existing school crossing to a pedestrian operated traffic lights on Hall Road near Rowellyn Avenue to make it safer and easier for pedestrians including school children to cross Hall Road. Works are underway and expected to be completed by mid-May.

Project background
Ballarto Road between Seaford and Skye provides an important east-west link from Frankston-Dandenong Road to Western Port Highway, with approximately 18,000 vehicles using this busy road every day.
Due to constant traffic movements along Ballarto Road, drivers often experience congestion when trying to exit or enter the main road from residential streets.
The $36.5 million project is co-funded by the Australian Government and the Victorian Government, contributing $30 million and $6.5 million respectively. These improvements along Ballarto Road between Seaford and Skye will help drivers get to their destinations sooner and safer.
Environmental care
We share the value that the local community places on the environment. To understand any impacts to flora and fauna, we’ve undertaken detailed ecological and arboricultural impact assessments. We’ve also worked closely with designers to reduce the project footprint and retain as many existing trees and shrubs along Ballarto Road as possible.
As part of these upgrades along Ballarto Road between Lyrebird Drive and Potts Road, 154 trees have been removed. 270 trees and 20,000 indigenous shrubs, groundcovers and tussocks will be replanted along Ballarto Road.
We have provided a number of tree logs to Frankston City Council to be used in natural reserves and for landscaping projects. The logs will provide valuable habitat to echidnas and other small marsupials.
We have also mulched the remainder of the trees to be used for extensive landscaping works between Boggy Creek and Potts Road.
Cultural heritage salvage works
As part of the Cultural Heritage Management Plan requirements from the Bunurong Land and Council Aboriginal Corporation (BLCAC), we have completed salvage works opposite Flinders Christian College.
Benefits
These intersection upgrades will:
- Improve safety for all road users, including vulnerable road users such as pedestrians.
- Help improve traffic flow and access for drivers exiting off or entering onto the main road from residential streets.
- Provide greater capacity to help accommodate current and future traffic volumes.
