Traffic management Code of Practice and Surveillance Framework
We’ve updated traffic management industry guidance and developing a Surveillance Framework to maintain high levels of safety and compliance at road worksites.
These are two of the initiatives being delivered under the Traffic Management Reform (TMR) program to create a consistent approach to traffic management across Victoria in line with national guidelines and approaches.
Code of Practice for Worksite Safety - Traffic Management
The Department of Transport and Planning (DTP) updated the Road Management Act 2004 (Code of Practice for Worksite Safety - Traffic Management) (CoP) on 1 December 2023 to incorporate the Austroads Guide to Temporary Traffic Management (AGTTM) while also retaining the current measures that preserve higher safety standards.
From 14 October, DTP are enforcing compliance to the new CoP for all Memorandum of Authorisation (MoA) permit applications and supporting documents submitted to DTP, including risk assessments, and traffic guidance schemes.
Please note that traffic management plans must be submitted with all MoA permit applications.
Please note, the following approach will be used to determine if MoA Charging applies to extension for MoA permits authorised prior to 14 October 2024:
- For MoA permit applications that incurred a fee:
- If the disruption level remains the same, the applicant can complete the MoA permit change form, attach the updated TGS and reply to the latest correspondence related to the MoA permit. No additional fee is required. If the level of disruption has changed, a new application will need to be submitted, and, if applicable, a new fee paid. No refund will be given for any fee paid as part of the original application process.
- For MoA permit applications that did not incur a fee:
- The applicant can complete the MoA permit change form, attach the updated TGS and reply to the latest correspondence related to the MoA permit.

New Surveillance Framework and end-to-end processes
The Assurance and Enforcement Framework will incorporate DTP’s Surveillance Framework and end-to-end processes approach into one document and detail:
DTP’s enforcement principles
- Which offences DTP will now be conducting assurance and enforcement activities
- Traffic Assurance Authorised Officers’ powers, and what evidence of noncompliance they may collect
- The types of enforcement outcomes which may result in cases where noncompliance is established.
It will establish a fair and reasonable approach to compliance with traffic management laws and provide transparency for industry and stakeholders by being:
- Publicly available, as is the case with other regulators’ enforcement frameworks
- Clear and concise, using plain language to summarise key information
- Places the industry “on notice” in cases where prosecution is pursued.
This framework is currently in the final stages of development.
