Instrument of delegation to councils
The Department of Transport and Planning (DTP) have authorised an instrument of delegation under Regulation 18(1)(a) of the Road Safety (Traffic Management) Regulations 2019 which allows interested Councils to authorise Portable Traffic Control Devices (PTCD) with traffic signals and Temporary Works Speed Limit Signs (TWSLS) for non-road related works on their road network.
The new instrument of delegation to councils is driven by feedback from the traffic management industry and local government, this initiative will help to improve efficiency and safety in traffic management.
Councils who wish to authorise PTCD with traffic signals and TWSLS for non-road related works should follow the process below.
- A letter will be sent to local council CEOs through established DTP channels, providing details of the instrument of delegation and how local councils can adopt it.
- Local councils to notify DTP Roadwork Permits team that you intend to utilise the delegation via [email protected].
- DTP will publish a list of local councils authorising PTCDs with traffic signals and TWSLS as a reference guide for the traffic management industry.
- DTP will redirect any permit applications we receive for PTCDs with traffic signals and TWSLS to those local councils who take up this delegation.
