Applying for a design review or construction certification

Developers/councils, or their consultant, are required to submit an application prior to commencing each step of the external works process.


The submission of an application at each step signals to Department of Transport and Planning (DTP) that the works are progressing, and allows DTP to allocate resources to complete the requested review.

It's important that each application includes complete and accurate information so that DTP’s review is timely and cost-effective.

It's also important that applications are sent to the correct contact point within DTP, dependent on whether the works are located in a metropolitan or regional area.

Submitting your application

Applicants are required to complete and submit the relevant form to commence each step of the external works review process.

DTP will review each application form and, once plans/information are endorsed, will advise that the external party may progress to the next step in the process. Do not attempt to submit all application forms at once.

You also need to ensure you have supplied all of the mandatory information requested on each form.

Metropolitan applicants

Applicants for external works in metropolitan areas need to fill in the forms below. These forms can not be downloaded and must be completed online.

Regional applicants

Applicants for works in regional areas need to download and complete the forms below. Once completed, email the forms to [email protected]

Your application will be allocated to the appropriate regional DTP regional office and an officer will contact with you.

After application submission

If your application is acceptable, you will receive an acknowledgement letter from DTP.

This letter will include a unique reference number for your proposed works/project and contact details of the DTP reviewer who will assess your application.

Please use the unique reference number when communicating with DTP in all future correspondence related to the works/project.

The assigned DTP reviewer may make requests for clarifications or edits to the application, or may reject it and request changes to be reflected in a new application.

Delivering works

External works on the Victorian road network must be completed under an agreement executed with DTP prior to commencement of construction, including seeking a consent for works - works within road peserve permit and memorandum of authorisation (MoA)
