About external works on the road network

In Victoria, works within the road reserve require consent from the road authority prior to works commencing.


To ensure that works are delivered safely and to an adequate standard, external parties may engage the Department of Transport and Planning (DTP) to complete a review of works design and construction.

Alternatively, a developer may engage a pre-qualified consultant and/or surveillance service provider. 

Regardless of who completes these reviews, the process that is followed includes the five steps listed below.

Most external parties will be required to progress through all process steps.

Completing all steps to DTP’s satisfaction allows DTP to issue of consent for works, and then certification once works are complete.

  1. Planning permit
  2. Functional design review
  3. Detailed design review
  4. Construction
  5. Completion 

DTP is here to help external parties design and build safe and good quality works in a cost-effective and timely way.

However, it is the responsibility of external parties to ensure that any works meet planning permit conditions.
