How to become an AFSACS provider

In Victoria, only businesses authorised as an Alternative Fuel Systems Assessment and Certification Scheme (AFSACS) provider are approved to work on vehicles fitted with gas fuel systems.


To work in Victoria on vehicles that are fitted with gas fuel systems, you must be authorised by the Department of Transport and Planning (DTP).

On 1 January 2020, responsibility for regulating and supporting the alternative fuels industry transferred from Automotive Alternative Fuels Registration Board to VicRoads, and now to DTP.

How do I become an AFSACS provider?

Before you can be authorised, you must be able to demonstrate that you meet the site requirements for becoming an AFSAC provider. These are set out in our AFSACs provider facilities and equipment checklist (PDF).

If you meet the site and equipment requirements, you can apply to DTP and will need to obtain the following:

  • insurance
  • national police check
  • proof of qualification

Insurance

You can choose to have either of the following:

  • public liability insurance for $20 million per occurrence plus professional indemnity for $5 million per occurrence
  • public liability insurance for $20 million per occurrence plus products liability insurance for $20 million in aggregate.

All insurance policies must be held with a provider approved by the Australian Prudential Regulation Authority (APRA).

National police check

You will also need to provid national police checks that's not less than three months old for the registered business owner and all associate technicians listed on the agreement

Proof of qualifications

You must provide proof of all qualifications that you have specified for each associate technician listed in your authorisation.

How much does it cost?

As a new applicant, you'll need to pay an application fee.

Once you have been approved as an AFSACS provider, you'll pay an annual fee which covers you for one calendar year.
